Mrs. Bundeskanslerin,

First and foremost I would like extent my gratitude for your acceptance of the invitation to this conference and by welcoming your to Israel and celebrate 50th years of official relations between Germany and Israel. Our history has been founded on a dark era that I do not see reason to elaborate upon today, but merely proceed on celebrating the fact that Israel reviews Germany as its strongest European ally and close friend.

We stand today on said the day of our 50th year of official relations, while the Middle East is in turmoil with the rise of Islamic State than endangers the entire region and the inability of the international community to jointly collaborate and combat this threat. It is no secret that Israel is further very dismayed that the P5+1 framework has been unable to provide any results. However, I must also emphasize that Israel is by no way insinuating or blaming Germany or your government for the aforementioned crisis, it is in fact our belief that Germany has been working tirelessly to assemble a united Europe against the perpetrators on freedom.

Now as discussed I will present the agenda for this conference:


  • Celebration of 50 years of official relations between Germany and Israel
  • Expanding Trade
  • Expanding collaboration within R&D
  • Expanding Collaboration on green energy specifically in regards to solar energy
  • Contesting anti-semitism in Germany and Europe
  • Expanding defense and security collaboration

I heartily thank Prime Minister Netanyahu and the Israeli government for organizing this conference, which has the potential to greatly benefit our two countries. While there have been problems in our previous relationships, and will continue to be friction between our countries as any, Germany is glad to be able to call Israel its closest ally, friend, and partner in the Middle East. A beacon for democracy in a region in which most countries are only recently experiencing transitions to a freer system, Israel has overcome the difficulties typically pressed upon countries of Middle East, and many more, rooted in intolerance and prejudice, that have been forced upon Israel alone. Your people, Mr. Netanyahu, have a responsible system, a free society, and a thriving economy. We hope that we can greatly improve our standings with one another throughout this discussion.

In this conference, we hope to affirm our support for your country and our commitment to ending worldwide anti-semitism and maintaining ourselves as a peaceful country who are aware of our history and one grateful for the friendship Israel has given us. Regardless of the outcome, we will strongly assist the efforts of the Israeli government in the areas outlined for discussion.

Germany too is dismayed by the failure of the P5+1 negotiations. However, the economy mandates that we avoid sanctions in the short term. We will come up with more solutions in the long term, that way we may be able to enforce and advance freedom. In the mean time, we are working on lifting sanctions on Russia through the EU which will give us more economic weight and a possible alternative to Iranian export.

I hope to begin this conference on the note of trade. While trade policy in Germany is largely concluded by European Union officials, we will, with your approval, bring up the issue of free trade with Israel. In the past, the EU has shown willingness to do this, as in the 2012 pharmaceuticals agreement. In addition, we control our own tax deductions and would be more than willing to encourage joint investment projects.

I thank you for your warm opening statement, which I can only coincide upon.

It is no secret; Mrs. Bundeskanslerin that if Europe refrains from re-installing sanctions it has failed its own obligations under the interim Geneva Agreement. Israel must of course use the strongest words possible to appeal to Germany and German takes a respectable position and leads the European Union against those whom threatens world peace. We feel that Germany is obligated to do so, through its Staatsraison that preserves Israel’s security as the sole democracy in the Middle East. You made such announcement in 2008 when you addressed the Israeli Knesset and declared that ensuring Israel’s security was an essential part of Germany’s Staatsraison (“national interest” and “reason for being.”). For the economic aspect of the matter, Israel wishes to advocate that with the warming relations with Russia and the end of sanctions, European companies can return to these markets.

As you address anti-Semitism, we see it every day. In France anti-Semitism has pushed the largest immigration of French Jews to return to their motherland seen in modern era, fortunately Germany’s culture takes much more care of religious and cultural differences. Israel would like to announce that it would support a campaign that combats domestic anti-Semitism in Germany with $ 60,000,000.00. Further funding would be allowed if said campaign was launched in the entire European Union.

While not directly related to anti-Semitism, we feel that the European Union’s relations and respect to Israel has diminished in recent years. Threats of embargo and sanctions have been on the table for years and we would hope that Germany could reassure us of its opposition to such counter-productive methods towards peace and stability?

As you address trade and expansion hereof, we would propose establishing closer ties within Solar energy. Germany has in the past be conducting preliminary activities related to the Desertec Project in Sahara and while this is out of the question for now, we believe that collaboration within this sector could become mutual beneficial. The idea proposed by the foundation behind Desertec suggests a high level of innovation.

Israel would too be interested in intensifying trade relations with Europe, but such should be based on respect and basic principles that allows recognition not only in words but through actions of the State of Israel.

Mr. Prime Minister,

We highly commend your effort to assist us in funding further initiatives to end anti-semitism. In many areas in Europe, anti-semitism is on the rise and we will shortly bring up in the EU the possibility for an EU-wide anti-semitism reduction campaign. We will match all funds you provide, and all funds provided for other countries for campaigns in their own territories. Regardless as to whether the EU agrees to a continental campaign, we will work with individual countries to reduce anti-semitism in their areas of sovereignty.

Germany remains committed to the safety and security of the State of Israel. However, our national interest also involves the stability of the economy, which is especially important in the continuing woes of the Eurozone. National GDP in a number of countries is on the decline, and, because the EU places sanctions as a bloc, it would be difficult to do so in Iran until sanctions on Russia are lifted because some countries fare better than others.

We can, however, provide a categorical guarantee to Israel that we will voice support for their solutions to this problem, provided absence of the use of force. While this is not particularly powerful, we will have economic improvements in the future, which will allow for renewal of sanctions. The topic will be forwarded to our allies on the continent and overseas.

Some countries in the European Union have drifted from Israel, and there are differences of opinion. That said, Germany will strongly oppose anti-Israel action through the European Union, though individual countries may hold their own opinions. We can provide the assurance that for every dollar lost in individual countries' embargoes, Germany will create deductions that will encourage investment equal to twice that loss. Anyone who wants to undermine Israel will just be helping.

In lieu of desertec, Germany thinks it would be beneficial to invest in natural gas production in Israeli and create joint projects for investment from both countries into civilian and military technologies. We would like to see focus on military equipment, information technology, and energy technology.

In the future, we will be rallying our allies in the Continent and beyond who have expressed willingness to support the state of Israel to participate in joint efforts to do so in concrete ways.

I applaud your commitment to combatting anti-Semitism. For a EU wide campaign, Israel is will allocate $ 50,000,000.00 expecting it also to focus on focus on closer relations between European people and Jewish people.

I also commend and is glad to receive your re-assurance of the commitment ro safeguard the State of Israel as a sovereign and independent nation. We do not expect unilateral sanctions and embargoes from EU members, none the less we also welcome your reassurances to support losses that might occur.

As for natural gas production, it is no secret that Israel has been fortunate to have explored the Tamar and Leviathan offshore gas fields in the Mediterranean. We have become the Hashemite Kingdom of Jordan’s largest single energy supplier and have recently closed an agreement with Egypt for processing gas from the Leviathan in the period 2018 to 2028. That said, we do have plans for establishing an Israeli gas processing plant in Haifa. We would welcome German technology and know-how as part of such project.

We further welcome German companies to expand its investments in Israel. We have a strong innovative community within high-tech, information technology and computer sciences.

As for military collaboration, indeed Israel and Germany has shared great ties in the past. As already discussed in private, I expect that this conference also closes an agreement that will select Germany as contractor for Israel’s new Guided Missile Frigate, the Herev-Class. Extending this collaboration would be acceptance of Israeli defense industry to assist Germany’s proposed upgrade programs. Succesful companies such as Elbit Systems, Rafael Advanced Defense Systems and IMI would be great partners, I would expect.


Ooc: reduced allocation to anti-semitism campaign as 75 mln. Dollars is a great deal of money.

Mr. Prime Minister,

We will start discussions about the antisemitism campaign immediately and once again applaud your government for taking such proactive action and being willing to invest such large sums of money.

German companies would be interested in doing technological development cooperation as well as investment in the fields near Haifa, but we understand if the fields are already occupied with licenses for your own companies. We would use tax deductions to encourage investment in the other areas.

The section of this discussion that requires most immediate detail is the development of military equipment. Germany would be glad to accept your proposal and work with the excellent companies listed. We accept wholeheartedly the first stage of the cooperation, and as for the expand R&D stage, we suggest private discussion between our defense ministers.

I thank you for reaching a part conclusion on matters relating to anti-Semitism.

I must clarify to you that German companies with offshore exploration experience will be given the opportunity to bid for new blocks to be opened in both Tamar and Leviathan fields. We too wish to invite German companies to be part of the feasibility study for a LNG processing plant in Haifa and the subsequent construction.

As for Military collaboration, I will expect Mr. Ya’alon, Israeli Defense Minister to immediately establish a meeting agenda with his German counterpart and perhaps Germany can host a delegation in future and in private.

Further to our agenda, Israel wishes to establish a R&D fund that could provide basis for expanding research within Solar energy and solar energy infrastructure. We would allow funding as part of our fiscal budget of 2016.

Finally, I must enquire Germany of its stance towards the recent development of Russian Armed Forces deploying to Syria?

Mr. Prime Minister,

Thank you for bringing up the concerning issue of the Russian deployment to Syria. We do not support this destabilizing move as we do not believe that propping up dictatorships that end their own people's lives is an idea which can be smiled upon. However, we will not be moving for renewed sanctions at this time given that those concerned the Ukrainian conflict, and it would be out of context to place the same sanctions as a result. We will also need to consult the United States regarding future action.

We will refer the concerns of military R&D to our defense ministry.

We agree completely with the projects for the development of a processor near Haifa and research into solar energy. We ask if Israel would also be willing to collaborate regarding wind energy, seeing as both our countries could also employ this resource.

While I have no advise on how Germany nor Europe should proceed. I wish to enquire further on the fact that Russian Armed Forces are collaborating with the Terrorist Organization Hezbollah?

Israel's strategy in regards to sustainable energy does not include large investments into wind energy, unfortunately. We will continue our investments into photovoltaic (solar) energy as the prime source.
