Mr. Prime Minister,

The EU will be having a discussion on how to resolve this issue, and I will refer it to my Foreign Minister to start. While our economic position could be better, the EU will establish that actions that support regimes like Assad's are not to be smiled upon. The likely focus will not be on Russia, but on Assad's regime, as it is the direct cause of the violence.

Investment in solar energy is acceptable; Germany too is a large producer and we have great production potential in the South of our country. If I may ask, what numbers are we looking at here?

Let me clarify. I have no intention of requesting actions to be taken nor direct EU policy.

As for Investment into solar energy, we would propose a Joint R&D establishment with a budget of $ 200,000,000.00. Further my Defense Ministry have suggestions to Joint Development too. Would you be open to listen to those here?

We would be more than glad to work with your country on the matter of military development and R&D. Please let us know the models your Defense Ministry proposes; we can say in advance we trust their judgment in laying out systems that solve both our security needs.

Joint Communiqué December 2015
State of Israel and Federal Republic of Germany


The following statements has been agreed by the State of Israel and Federal Republic of Germany during the Jerusalem Conference of 2015 between Mrs. Bundeskanslerin, Angela Merkel and Prime Minister Binyamin Netanyahu.

(a) Reaffirmation of German support to Isreal’s sovereignty and territorial integrity.

German re-affirmed that the security and safety of the State of Israel including its sovereignty and territorial integrity remains an essential part of Germany’s Staatsraison (“national interest” and “reason for being.”).

(b) Collaboration against Anti-Semitism

Germany will lead European wide efforts to oppose anti-Semitism through domestic and EU activities. Israel will allocate $ 75,000,000.00 to support these initiatives.

(c)Situation in the Middle East

Germany remains worried about the developments in the Middle East with special attention to Iran’s possible Nuclear Weapons development and the deployment of Russian Forces in Syria.

Both Germany and Israel will continue to cooperate closely to monitor and act on security matters paramount to either Germany and Israel in the Middle East.

(d)Expanding Trade and Collaboration within Solar and LNG technologies.

Israel shall allow German companies to enter tenders for the proposed LNG processing plant to be constructed in Haifa within the next two (2) years.
Israel shall further allow German companies to bid on the development of Solar Parks in the Negev Desert including the Tinma Solar Park.

(e) Military Collaboration.

Israel and German shall continue to collaborate and coordinate military and defense matters with the prospect of supporting both nations continuous development.
Germany and Israel plans a official vist by the Defense Minister of Israel to meet his German counterpart during 2016 in Germany.


(f) Final Statement

Israel and Germany agrees to plan and conduct a State Visit by the Israeli Prime Minister to Germany during 2018, if not earlier dates deems it necessary.

Mr. Prime Minister,

I agree with all the points submitted and my cabinet has wholeheartedly agreed to endorse the accord. I thank you for holding this conference, which has advanced our relations and discussed a number of points of cooperation on which we can improve and build our already close friendship in the future. We hope that both of us in these difficult times may be able to reap economic as well as security benefits from these points of collaboration, and I will get my cabinet to work immediately on implementing the bilateral agreements. Dr. Steinmeier will keep Mr. Lieberman updated on our progress and the measures we hope Israel will implement in turn. We have very much enjoyed our time, stay, and work here, and I and my officers send our greatest appreciations to the Israeli people and government for their hospitality and willingness to continue our decades long friendship built on the principles of forgiveness, human dignity, and progress.
