Mr. Secretary, I submit the following resolution to be considered by the assembly

Quote:
 
Necessity of ending the economic, commercial and
financial embargo imposed by the United States of America against Cuba


The General Assembly,

Determined to encourage strict compliance with the purposes and principles enshrined in the Charter of the United Nations,
Reaffirming, among other principles, the sovereign equality of States, non-intervention and non-interference in their internal affairs and freedom of international trade and navigation, which are also enshrined in many international legal instruments,

Recalling the statements of the Heads of State or Government at the Ibero-American Summits concerning the need to eliminate the unilateral application of economic and trade measures by one State against another that affect the free flow of international trade,
Concerned at the continued promulgation and application by Member States of laws and regulations, such as that promulgated on 12 March 1996 known as the “Helms-Burton Act”, the extraterritorial effects of which affect the sovereignty of other States, the legitimate interests of entities or persons under their jurisdiction and the freedom of trade and navigation,

Taking note of declarations and resolutions of different intergovernmental forums, bodies and Governments that express the rejection by the international community and public opinion of the promulgation and application of regulations of the kind referred to above,

Recalling its resolutions 47/19 of 24 November 1992, 48/16 of 3 November 1993, 49/9 of 26 October 1994, 50/10 of 2 November 1995,
51/17 of 12 November 1996, 52/10 of 5 November 1997, 53/4 of 14 November 1998, 54/21 of 9 November 1999, 55/20 of 9 November 2000, 56/9 of 27 November 2001, 57/11 of 12 November 2002, 58/7 of 4 November 2003 and 59/11 of 28 October 2004,
Concerned that, since the adoption of its resolutions 47/19, 48/16, 49/9, 50/10, 51/17, 52/10, 53/4, 54/21, 55/20, 56/9, 57/11, 58/7 and 59/11, further measures of that nature aimed at strengthening and extending the economic, commercial and financial embargo against Cuba continue to be promulgated and applied, and concerned also at the adverse effects of such measures on the Cuban people and on Cuban nationals living in other countries,

1. Takes note of the report of the Secretary-General on the implementation of resolution 59/11;

2. Reiterates its call upon all States to refrain from promulgating and applying laws and measures of the kind referred to in the preamble to the present resolution in conformity with their obligations under the Charter of the United Nations and international law, which, inter alia, reaffirm the freedom of trade and navigation;

3. Once again urges States that have and continue to apply such laws and measures to take the necessary steps to repeal or invalidate them as soon as possible in accordance with their legal regime;

4. Requests the Secretary-General, in consultation with the appropriate organs and agencies of the United Nations system, to prepare a report on the implementation of the present resolution in the light of the purposes and principles of the Charter and international law and to submit it to the General Assembly at its sixty-first session;

5. Decides to include in the provisional agenda of its sixty-first session the item entitled “Necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba”.

Indeed. I agree with the honorable Mr Churkin. Also when you consider the recent thaw in Cuban-American relations which includes the American government allowing exports from the United States to Cuba in the industries of food and medical products, as well as the recent easing of specific travel restrictions on Cuba it is most disappointing to see that the American representative is not taking this matter seriously.

I believe that it is shortsighted of Mrs Powers to be so quickly dismissing a legitimate grievance and closing the door to any form of meaningful dialogue between the United States of America and the Republic of Cuba without even considering the positive humanitarian and economic effects that the lifting of the American embargo on Cuba would have on the Cuban people.

After having witnessed Mr. Rodríguez kicking and screaming, I would like to make it absolutely clear that the State of Israel is supportive of US policies on this matter and that we will remain supportive.

Cuba is and has been since its revolution been a dictatorship on level as North Korea, driven by the Castro brothers and their cabal. I find it laughable to say the least, that the United Nations is used to lead such pathetic attempts to once again strong-arm the United States into ending its legal embargo. Mr.Rodríguez must understand that an adoption of his resolution will not alter anything. It is Cuba and its "government" in Havana that needs to alter its stance if it effectively wishes to re-engage relations with the United States.

Of course Israel would have the sentiment seeing as they follow everything the United States does and says like a lost puppy dog whether it is any of their concern or not.

(laughter)

The point of this vote and this resolution is to show the United States that the international community condemns this unjust use of power against a smaller nation for political gain especially since the use of this embargo is creating poverty, starvation and suffering which in any other circumstance the United States would be self righteously preaching against. The Cuban people have done nothing to deserve this treatment form the United States other than the fact that the United States wants to use the lives of Cuban men women and children as a pawn in their political gain. That is sick, twisted, immoral, and evil.

I see you retain the high standards in diplomatic conduct. As the "diplomatic dwarf" that you are, your response was expected. Let me also inform you that the embargo is not creating poverty, starvation and suffering upon your people - the Government you represent is. If that same government was to fall to a civil uprising, I am certain that you will have a job opportunity within Norh Korea foreign affairs administration.

Both the Cuban and Israeli delegates should refrain from insults in these chambers. This is a serious discussion, one which should be taken seriously. We condemn the decision of the American delegation to leave it, but the throwing of insults will not earn either side of this discussion any friends. Especially if the one bringing forward the discussion and resolution proposal is one of the delegates making insults.

I hold in my hand the newspaper for today which clearly shows my government's intent to reform our nation to modern standards and maintain peaceful relations with all nations of the world. Where is the United States? While I am here showing that my government is in favor of reform and peace between all nations ESPECIALLY the United States, the representative of the United States has refused to have any discussion and furthermore refuses to respond to any of our communiques pointing to that reform and giving compromises that should lead to a peaceful resolution.

My reforms are not only provide a better society in Cuba, but also as a signal to the world that the cold war era of standoff politics is over in Cuba and that my government want to become a modern participant in global politics and global peace.

The real question of the hour is.....Does the United States and Israel want peace and regular diplomatic relations with Cuba?

Israel's position on this matter will not be changed due to news founded on intentions and nothing else.

Also, Cuba doesn't recognise Israel as a sovereign state, so no Israel is not interessted in diplomatic relations with Cuba.

We strongly oppose the embargo policy but believe the US has the right to conduct its own sovereign initiatives.
