DEFENSE SECURITY COOPERATION AGENCY The Defense Security Cooperation Agency (DSCA) is the Department’s lead agency for the execution of Security Cooperation programs, including Foreign Military Sales (FMS), Defense Institution Building, Humanitarian Assistance, and International Education and Training. PROGRAMS: Foreign Military Sales. The Foreign Military Sales (FMS) program is a form of security assistance authorized by the Arms Export Control Act (AECA) and a fundamental tool of U.S. foreign policy. Under Section 3, of the AECA, the U.S. may sell defense articles and services to foreign countries and international organizations when the President formally finds that to do so will strengthen the security of the U.S. and promote world peace. Under FMS the US Government and a foreign government enter into a government-to-government sales agreement. The international agreement is called a Letter of Offer and Acceptance (LOA). The Arms Export Control Act (AECA) authorizes the President to finance procurement of defense articles and services for foreign countries and international organizations. Defense Institution Building. This program aims to establish responsible defense governance in order to help partner-nations build effective, transparent, and accountable defense institutions. DIB efforts advance American ideals of democracy and the rule of law, as well as key strategic interests and secure security cooperation investments. Humanitarian Assistance. The HA program builds the capacity of partner nation civilian and military institutions to provide essential services to civilian populations through civil-military engagement. International Education and Training. The IET program provides academic and professional military education for partner countries at DoD Institutions.
