Situation in Middle East, Afghanistan

Recently we have received many reports of the dire situation in the Middle east, with ISIS making progress, Lebanese and Israeli tensions rising, ISAF withdrawals from Afghanistan leaving the Taliban in control of much of the territory that has been abandoned by coalition fighters ... the Middle East appears to be a powerkeg ripe for explosion.

It is my belief that we need to come together and adopt a unified front to prevent furthr destabilization in the Middle East.

We urge decisive action on this issue and support for governments that are fighting these militants. The regimes of the Middle East, for mutual survival, should put aside their differences and unite. Germany is willing to provide considerable financial resources.

The Islamic Republic of Pakistan has seen success in its own efforts against terrorism, but worries that the ineffective and corrupt government of Afghanistan has allowed their state to become a safe haven for terrorists and radicals. Pakistan wonders if this is due to the selection of leadership from among the Northern Alliance terrorists following the ISAF occupation of Afghanistan, which has handed the reigns of government over to drug lords and terrorist sympathizers while alienating Pahstun communities in the south, increasing the incidence of Taliban militancy. Pakistan calls for further Afghani efforts against terrorism, and a display by the Afghani state that it has not become powerless to curtail the terrorist threat within its own border.

The Russian Federation agrees with our honored partners from India that a unified front must be created against extremism in the Middle East. We already have taken a larger step than most: we have put soldiers on the ground and planes in the air in Syria to ensure that ISIS in Syria is embattled and brought to its knees. However we see a major issue in the formation of such a unified front. That issue is the fact that America seems to refuse to see eye to eye with us or anyone on how the situation should be handled. On one hand they wish to support a unified Iraq under the leadership of Baghdad to destroy ISIS, on the other they aid in tearing apart that unity. In Syria they support the strikes by Israel, which were illegal. But do not support a legal intervention requested by the government. That needs to change, and it is not just an American attitude that we have seen but seems to be the attitude of many.

The statements of Mr. Lavrov are disingenuous. When armed gunmen appeared in Crimea and seized political power, Moscow denied that they were Russian soldiers. That turned out to be a lie. When war tore apart eastern Ukraine, Moscow again denied that any Russian soldiers were present. That also turned out to be a lie. Now the foreign minister is surprised that the U.S. and others have expressed their condemnations of unilateral Russian intervention in the Syrian civil war. Moscow despairs that it cannot foresee a coalition forming because of U.S. rhetoric - even though Russia embarked upon a unilateral military intervention. What more lies will the Russian government attempt to sell to the international community?

The U.S. is of course concerned about the security situation in the Middle East. We are fully committed to resolving these conflicts as rapidly as possible, with as minimal harm done to the civilian population as is feasible. Unilateral military activity by self-proclaimed 'great powers' - an out-dated 19th century term - only undermines that effort. Russia's interference will only prolong the suffering of the Syrian people.

We do not believe the diplomatic statements of the United States are responsible for the spread of ISIS and such a claim has little basis.

Every party has its own ability to form a united front with some of the other other parties. Turkeys' freedom in this situation is immense, Kurdistan is already fighting ISIS, Iraq is pushing North, and Assad could alter his strategy of focusing down the other rebel groups and divert his forces to a greater threat. None of these modifications would be in the short-term interests of any of the parties, but all of them would be in the long-term interests of all of them. History has shown that when some states take unilateral prosocial action, others will follow.

More troubling than any actions the United States might have undertaken is the lack of action taken by numerous regional governments, notably in Afghanistan, to combat the rise of extremism and terrorism throughout the Muslim world. Baghdad must also be chastised for its role in surrendering much of western Iraq to the ISIS threat, as does the Assad government for it's ineffectiveness in combating the Islamic State, the Free Syrian Army, and other affiliated organizations.

The failure of these certain governments cannot be ignored, and pressure must be brought to bear on them to not only present a more united front against insurgency and terrorism, but to begin the process of assessing domestic reforms to lessen the likelihood of such insurgencies gaining widespread support, as the Taliban have in Afghanistan and IS enjoys in Sunni Iraq. Effectively working to pull constituencies from radical affiliation must become a top priority of all regional governments.

Is it troubling that it seems as though Moscow is using it political relationship with Washington to threaten any chance of a united response to a larger threat. First within the UNSC and now within another forum. If we may, allow us to discuss what can be done to support the resistance against ISIS. Between the daily press briefings, the bickering in the UNSC and now here, we in Tokyo have heard enough about the lies and misguided, undecided leadership of Washington.

Japan has a number of Interest in the middle east and it is in the best Interest to see the situation stabilized. We will be contacting our allies to see what role we could play in any kind of support mission. We would also be wiling to sit down with a multitude of nations regardless of our current bilateral relations if the cause is for something much bigger and in this case it is.

The accusations and condemnations are flying around the room, however it appears that the key issue is being all but ignored. Yes, governments have been weak in their response, however it is not time to highlight this, it is time to ensure that they will be enabled to respond. Rather than resorting to accusations, we need to stimulate international cooperation against any form of terrorism.

While the will to fight terrorism seems to be evident, the major obstacle in the fight is the priority it is being given. The recent news that the referendum in Iraqi Kurdistan is being undertaken is a perfect example of this.

Numerous times analysts and experts have pointed at the dangerous consequences this independence vote could have on the international coalition against the Islamic State (IS). Despite the clear indications that this vote could undermine the coalition against IS, and play straight into the cards of IS, the Kurdish Regional Government (KRG) pushed through with its plans, with all the possible consequences being all but ignored. On the other hand we see similar misplaced priorities in other countries as well.

It is however vital that we ensure that the priorities will be to prevent a further rise of IS, and start gradually pushing back its fighters. To make that possible we will however have to ensure that combating IS is the number one priority for all parties operating in the region, only then will we be able to ensure that we will accomplish that goal.

The Islamic Republic of Pakistan does not feel admonishing the lack of efficacy showed by the Afghani government in combating the Taliban and other factions, some of which have aligned with the Islamic State. Continuing to act as if certain regimes lack complicity in the emergent terror threat is to ignore reality. Afghanistan, through substantial aid through the ISAF and through substantial antiterror operations targeting their militants carried out by the Pakistani government in the FATA region, has been enabled to effectively respond to the Taliban threat, they have chosen not to. Kabul has been asked, on multiple occasions, to hand over members of the Taliban movement to whom they give refuge, and they have refused. What can be done to enable antiterrorism operations of a government who has no desire to engage in them?

While we cannot speak for the situation in Iraq, the deterioration of Afghanistan poses a threat to both regional and international security, as a destabilized Afghanistan always has. Pakistan worries that by focusing myopically on the Islamic State, the world powers ignore the larger and ever-present threat of Al Qaeda which, unlike the Islamic State, exists solely to wage global jihad. Shifting the focus of antiterrorism operations away from Al Qaeda will enable the group to carry out larger and more deadly attacks on Western soil, as well as threaten to destabilize the situations in Afghanistan, Pakistan, Iraq, and Syria, where Al Qaeda maintains significant operational resources.
