The Sherbrooke Accords of 2015 Cuban-Canadian Cultural Exchange & Investment Package Preamble: Following decades of cordial relations between the Republic of Cuba and Canada, the two nations - hereafter referred to as 'parties' when referred together - agree to an cultural exchange and allowance of Canadian investment into the Republic of Cuba. Article I: Educational and Cultural Exchanges i.i. Up to 250 Canadian students can apply for an exchange program to the Havana University for a year of studies, particularly in the fields of Medicine, Agronomy, Chemistry, Mathematics, Nursing, Latin American Studies, Spanish, History, and International Relations; i.ii. Up to 250 Cuban students can apply for an exchange program to Canada Universities in the fields of Tourism & Hospitality, Agriculture, History, International Relations, and Engineering; ii.i. The Republic of Cuba offers Canadian indigenous and First-Nations people to participate in programs to study Cuban, as well as pre-Columbian history and native dialects of the Carib, Taino, and Maya; ii.ii. Canadian universities can provide Cuban students the opportunity to participate in programs to study available history programs and languages as regular international students; iii.i. Cuba's national baseball league offers positions for 20 Canadian minor-league players to play in the Cuban Baseball League governed by the Baseball Federation of Cuba; iv.i. Cuban athletes in all fields can receive full access to Canadian sports facilities for training purposes, including prior to international events; iv.ii. The parties agree to biannual friendly matches between the Canadian Soccer Association and the Football Association of Cuba under CONCACAF; v.i Healthcare exchanges between Canadian and Cuban health authorities to promote cooperation regarding healthcare advances among healthcare professionals; Article II: Agricultural and Business Exchanges i.i. The parties agree to the sharing of modern techniques and technologies regarding agricultural practices in Cuba; i.ii. Canadian business school graduates may apply for a year tenure at Cuban businesses; ii.i. Through the Department of International Cooperation, Canada pledges $12,000,000 towards to the Cuban government for purchases of equipment in the field of dairy production; ii.ii. Through the Department of International Cooperation, Canada pledges to donate 10 metric tonnes of livestock feed annually for the duration of the agreement; iii.i. Cuba agrees to give Canada a preferred client status when purchasing equipment for both veterinary and husbandry purposes under AEBC loans; iii.ii. Cuba agrees to the purchase of agricultural technologies and equipment from Canada at preferred client rates; Article III: Tourism & Investment i.i. Canada will give a 2.5% annual tax credit to all tourism companies that build hotels in Cuba as joint-stock companies under Cuban investment law over the course of three years; i.ii. Cuban airlines offer a 5% discount to all Canadian flights to Cuba for tourism purposes; ii.i Canada's Ministry of International Trade will loan $28,000,000.00 to Cuba's various Airlines; ii.ii. Preferred client status will be granted to Canadian company Bombardier for future expansion and modernization by Cuban airlines; ii.iii. The parties agree to a repayment of the loan over the course of three years at an interest rate of 1%; Article IV: Review i.i. The parties agree to a review of the Sherbrooke accords in 2018, at which point the agreement can be renewed for a further three years or ended without penalty; Article V: Signature & Ratification i.i. The agreement is to be signed by representatives from the parties respective ministry of foreign affairs; i.ii. The agreement is to be ratified after both parties respective legislatures pass the accord. |
