Kyiv Conference; Canada and Ukraine

Foreign Minister Garneau,
On behalf of the people of Ukraine, I thank you for coming to Kyiv from Canada. Over the past year, Ukraine has managed to halt the fighting in the Eastern Oblast's of Donetsk and Luhansk. Ukraine's economy is also once again growing, and many reforms have already been implemented, with many more on the way.

While Ukraine is on the road to recovery, we still require help from foreign countries. The Ukrainian Armed Forces, while having begun to receive modern military equipment, is still heavily under-trained, and lacks modern equipment such as body armor and communications gear, which are vital on the modern battlefield.

Ukraine also requires foreign investment, as while Ukraine has managed to begin a series of much needed infrastructure and economic reforms, the Ukrainian government does not possess he necessary funds to finish these projects. Ukraine could also use help in modernizing its infrastructure as well, including observers and advisers for things such as upgrades to the security of nuclear power generating stations.

Finally, Ukraine would like to request help in rooting out corruption, which is still a major problem throughout all levels of the Ukrainian government. While Ukraine formed an Anti-Corruption Task Force last year, it is still having major issues rooting out corruption within the government and launching cases against corrupt officials.

We hope that this conference will bear fruit for both Canada and Ukraine, and will help continue to strength the bond that has existed between Ukraine and Canada for over a century.

Thank you President Poroshenko for the gracious welcoming to Kyiv. As Canada is home to over 1.25 million Ukrainians and peoples of Ukrainian descent, we are the second largest Ukrainian population in the world outside of Ukraine, behind only the Russian Federation. We hope that with such a significant Ukrainian population in Canada, that this can form a strong, cordial bond for the future of Ukrainian-Canadian relations.

First, I'd like to state on behalf of the Canadian government, our support for the Minsk Peace Accords, and intend to fully respect Ukraine's intentions of neutrality. With that said, the Canadian government is prepared to assist Ukraine in some of the troubling issues that it faces internally. Let's start with the first matter you bring up - the military.

Following a strenuous war in Ukraine, we are aware of the dire need for equipment and improved training of the Ukrainian armed forces. That said, Canada is not a nation that can provide extensively in terms of larger equipment in large quantities, but can provide in other ways. As the Canadian Armed Forces are seeking a new assault rifle, Colt C7A1 and A2 assault rifles will become available in the form of surplus, should the Ukrainian military wish to move towards a western style of assault rifle. In addition to this, Canada constructs (jointly with the United States) the Tactical Armoured Patrol Vehicle (TAPV), and Canadian company Streit constructs an APC family that could be suitable to Ukrainian needs. Streit is currently being considered as one option for procurement by the Canadian Armed Forces, and is looking to expand into European and Middle Eastern markets.

In terms of investment - there is not much Canadian companies can do except for partner with existing Ukrainian companies in similar industries. We would suggest that the Ukrainian government look at the IMF as a way of gaining the funding necessary for reconstruction and modernization. We are aware that your government had previously attempted to garner a loan from the IMF and urge another effort to do so. With regards to reconstruction, Canada can also look at the possibility of sending engineers to assist in doing so. That said however, we would like to see an attempt to bring in observers through the United Nations to ensure the security of any civilians who may be looking to work in Ukraine.

We are also aware of rampant corruption in Ukraine, which has plagued the country for many years. While we commend the efforts creating an anti-corruption task force, your admittance of its difficulty to complete the task is worrisome. We again a possible solution through the UN - with an anti-corruption task force made up of police officers and legal officers to assist Ukraine in doing so. Canada would be more than willing to assist in such an endeavor.

First, let me thank you for your offer of surplus assault weapons to the Ukrainian Armed Forces. While the Ukrainian Armed Forces is currently beginning NATO standardization, we are currently producing our own range of weapons that are licensed produced Israeli weapons. In light of this, the Ukrainian Armed Forces is going to avoid procuring other types of weapons in order to reduce the time and money it requires to train our soldiers in operating the various weapons. Also, the Federal Ukrainian National Guard is interested in potentially purchasing some of the Streit Group's Spartan APC's from 2016 onward.

In terms of reconstruction, the Ukrainian government is also happy that your government has offered to provide engineers to help with reconstruction efforts in the eastern Oblast's of Donetsk and Luhansk. However, as you pointed out, security is lacking in these regions, and as the Russian Federation has continued to block attempts by various members of the United Nations Security Council to deploy observers to the eastern Oblast's of Donetsk and Luhansk in order to oversee security, we are unable to guarantee the security in the aforementioned regions.

Finally, we thank you for recognizing the difficulties that Ukraine is facing in terms of corruption. While we agree that the United Nations should be involved in helping root out corruption in Ukraine's government, the current stagnation and indecision in the UN makes me believe that that is not possible at this current time. I would thus like to request that Canada, potentially in conjunction with various members of the EU, would send law enforcement and legal officers to Ukraine to help assist the ATH in combating corruption at all levels of the government.

With regards to reconstruction, we are prepared to assist in the reconstruction efforts by sending combat engineers to the Eastern Oblasts with federal and Oblast government approval. Since Russia refuses to allow for the United Nations to act, and we believe this to be an act of ill will against Ukraine intent on forcing the Eastern Oblasts to declare independence. That said, we are prepared to assist more directly with other OECD nations - such as Sweden, Austria, or any others - to help rebuild Eastern Ukraine. As we have seen with Russia in Syria and France in Libya, bilateral agreements of assistance have been reached, and Canada is prepared to assist in such a case.

Perhaps, law enforcement and legal officials can be part of such a team from OECD nations to not only assist in reconstruction, but assist in fighting corruption in Ukraine.
