Ramiro Valdés Menéndez on Behalf of the Cuban Council of State Our hope is to see the redeployment of troops from Guantanamo bay that you just sent as a sign of good faith that you seek a peaceful end to this conflict. In return Cuba will hold all military sales while talks are ongoing in order to signal that we are not seeking any military outcome as well. |

The U.S. will not negotiate the security of its persons. Until we are confident there is no on-going threat, we will assume the security posture we feel is necessary in protecting our persons. These matters are taken very seriously. I am prepared to hear your remarks on how to return bilateral relations to the status quo. ![]() Ralph Edward Goodale Deputy Prime Minister of Canada Vice-premier ministre du Canada Gentlemen, please, Nothing can be done if the first things being stated after opening statements are that one party refuses to cooperate, and the other asks why we are here? The United States is concerned about the security of its personnel at Guantanamo Bay, yet Cuba is concerned about the increase in personnel at Guantanamo Bay in the first place. The United States has expressed concern regarding Cuba's arms procurement, which Cuba has suspended in order to get us here. I would prefer to see both side air their grievances, without any immediate demands, so that we can see where both parties are coming from. This way, we (the Canadian government) can try and find common ground between your governments, and try and mediate a return to where we were a couple of months ago. Do not let this conference fail before it has even began. A failure of diplomacy at this conference will be a reflection on both your governments, so again, we urge calm when expressing grievances. |

Ramiro Valdés Menéndez on Behalf of the Cuban Council of State My government finds it hard to enter into any meaningful discussions with the United States becuase no matter how hard my government tries to make REASONABLE compromises for a lasting peace, the United States makes ridiculous and impossible demands that have broken down every talks to date. If you want to have meaningful talks then tell the United States to take it seriously for once and come to the table willing to compromise and come towards the middle. |

The idea that Cuba can harass its way to legitimacy is absurd. The government of Cuba has pursued a consistent confrontational and escalatory course which to date has served to reinforce that country's isolation and further undermined its credibility. Let me be frank: the Cuban government has zero leverage with which it can compel the U.S. to alter its policy. The only thing thing which Cuba has its credibility, which the government has earnestly worked to destroy. I am here out of respect for my government's enduring friendship with Canada, not because I expect any meaningful proposals from my Cuban counterpart. The U.S. no longer views it as appropriate to discuss the possibility of removing the embargo. That opportunity has already passed. Our expectation is for a return of the status quo.
