![]() George Mamedov Ambassador Extraordinary and Plenipotentiary to the Canada Russian Federation Minister Jones, I would like to thank you for meeting with me today on behalf of my government and President Putin himself. The Russian Federation has the hope that this meeting will begin the process of working towards a more cooperative relationship between Russia and Canada, especially in regards to reducing our mutual tensions in the Arctic region. I have been asked to bring forward a few topics which include. We understand that both sides have military units in the arctic region, and we know that is not likely to change. But there are ways to make it less stressful for both sides. So here is what we would like to discuss: - Mutual liaison officers for each sides Arctic facilities classified as military to ensure cooperation and to limit or eradicate misunderstandings as well as to increase communication. - An end to both sides unannounced submarine patrols of the Arctic region with an option to perform patrols or exercises after informing the other side. - The creation of a joint Canadian - Russian scientific research station in the Arctic to increase scientific cooperation. Now we understand that we both have larger grievances, but given the status of the situation and relations we suggest starting here before moving on to more serious issues and disputes.
