Statement Regarding Six Party Talks

It is the view of the government of the Republic of Korea that the proper venue for discourse regarding North Korea's nuclear weapons proliferation is the Six Party Talks, comprised of the Democratic People's Republic of Korea, the Republic of Korea, the Russian Federation, the State of Japan, the People's Republic of China, and the United States of America. Although it hasn't always been entirely successful in making the Korean peninsula nuclear weapons-free, it has delayed the process by years at a time. Despite these partial successes and failures, the Six Party Talks have enormous potential in making the Korean peninsula a nuclear weapons-free zone, a major aim of the Republic of Korea and all peace-loving nations of the Earth.
Therefore, the government of the Republic of Korea calls on the aforementioned five nations (not including the Republic of Korea) to agree to a time and place for the newest round of talks regarding North Korea's nuclear weapons. The government of the Democratic People's Republic of Korea, however, must re-sign and publicly agree to abide by the Korean Armistice Agreement before any negation between our two nations can begin, including the Six Party Talks.

However, with the arrival of such happy holidays comes an ominous deadline imposed by the Republic of Korea on her northern neighbor, the Democratic People's Republic of Korea - the January 1, 2017 deadline for the leadership of North Korea to re-sign the 1953 Korean Armistice Agreement - and the severe repercussions that are guaranteed to follow. Failure to re-sign the Korean Armistice Agreement by the aforementioned date will result in the suspension of the armistice by the Republic of Korea, which cannot end well for North Korea or its tyrannical leadership.

Statement Regarding the Future of the Republic of Korea Armed Force

The role of the Republic of Korea Armed Forces has always been multifaceted and never solely to protect the sovereignty of the Republic of Korea and her interests abroad although its primary role has always been the latter. It has also always been a regional force, not capable of sustained operations outside the immediate vicinity of the Korean Peninsula.
With the relative decrease of the threat posed by the large yet battle untested and antique Korean People's Army of the Democratic People's Republic of Korea and the emergence of the Republic of Korea as a major world economy and middle power, it is necessary to transform the Republic of Korea Armed Forces so they are suitable to perform tasks other than self-defense. Those include disaster relief, humanitarian missions, peacekeeping missions, and the like.
To do that, the Ministry of National Defense in conjunction with other government ministries and agencies will evaluate methods by which the achievement of said goals is possible and prepare a plan to present to the National Assembly for approval before 2017 is over.

Congratulatory Statement to the DPRK
- Quote:

The voluntary return of the Democratic People's Republic of Korea to the 1953 Korean Armistice Agreement is a most welcome development not only by the Republic of Korea but also by the rest of the world. This is the first step towards a lasting peace on the Korean Peninsula, which we have all striven towards for decades. This is a step in the right direction and will be met halfway by the government of the RoK.
I applaud the leadership of the DPRK for taking this reasonable course of action. They chose diplomacy over active conflict and the value of such an action cannot be undervalued.
Hopefully, this is the first step towards a long road of redemption, fruitful inter-Korean cooperation, and eventual unification of the Korean peninsula under a single, democratic government.
Once again, I would like to congratulate the leadership in Pyongyang on this very wise decision and assure them that it will not be unnoticed by the government and people of the Republic of Korea.

Statement on False Accusations made by the DPRK Leadership

Recently, DPRK Minister of Foreign Affairs Ri Su Yong circulated a message to the international community accusing the Republic of Korea of not honoring its moral requirements after its northern neighbor, after nearly a month of both soft and hard coercion, finally returned to the 1953 Korean Armistice Agreement and went so far as to describe that action as a mistake and characterized Korean actions as undiplomatic and lacking good faith.
His counterpart RoK Minister of Foreign Affairs Yun Byung-se pointed out the inaccuracies of those statements to the international community and labeled them "atrocious and revolting lies." He also invited the DPRK to dispatch a delegation for immediate talks regarding any issue, concluding the message with the statement, "If the government of the DPRK truly has come back to the negotiation table, let's negotiate."
So far, no response from the North has been received and the Korean Ministry of Foreign Affairs expects the situation to remain unchanged. At least the efforts of the Ministries of Foreign Affairs and National Defense have gotten a higher degree of peace and stability on the Korean Peninsula with the re-signing of the armistice by the leadership in Pyongyang.

Statement on the Future of Republic of Korea Navy Patrol Vessels

In order to keep the coasts of the Republic of Korea safe from and invulnerable to unwanted intrusions, the Republic of Korea Navy utilizes three types of boats: the Pohang-class corvette, the Chamsuri-class patrol boat, and the the Gumdoksuri-class (PKG-B) patrol vessel. At times, submarines have completed this highly capable force of boats with a very important mission.
To keep it equally capable, the relatively outdated Chamsuri-class patrol boats is slated to be replaced in entirety by the Gumdoksuri-class (PKG-B) patrol vessel. This would be a huge waste of resources, considering the potential of the Chamsuri-class patrol boat to be refitted with modern equipment and armaments. The most successful (in terms of quantity exported) ship in Korean history can still be revived and have its service to the nation extended.
Therefore, until the end of February the Ministry of National Defense in conjunction with the Republic of Korea will be accepting design proposals to enhance the Chamsuri-class patrol boat and extend its service life by another 20 years or more.

Statement on the Whitepaper Future Army: Reforms 2025

The Korean Ministry of National Defense has published a whitepaper, called Future Army: Reforms 2025 (FAR 2025), outlining several dozen planned reforms of the Republic of Korea Armed Forces to be achieved in part or in whole by 2025. Some reforms and deadlines are more ambitious than others but with the consistent persistence and dedication that the Republic of Korea Armed Forces have shown in past decades, there is absolutely no doubt in my mind that they can enact all reforms and meet all deadlines.
FAR 2025 deals not only with the Republic of Korea Armed Forces but also with the civilian part of the Ministry of National Defense, the Defense Export Agency, and the Agency for Defense Development. I, similarly, expect all of those organizations to perform equally impeccably as the military. It is in the blood of Koreans to perform well under duress and execute all duties necessary to ensure the prosperity of the state.
The aim of the reforms is to make the Republic of Korea Armed Forces a major military power, not only in the Asia-Pacific region but across the world, capable of readily deploying thousands of soldiers overseas for any type of mission required of them while still maintaining a formidable presence on the Korean Peninsula, which remains the Armed Forces' top priority. While it is necessary to be able to operate independently of other nations' forces abroad, the Republic of Korea Armed Forces, specifically the Republic of Korea Army, needs to be able to remain the best-trained and best-equipped military force in Northeast Asia.

Statement on Resumed Humanitarian Aid Deliveries to the DPRK

For the past several decades, the government of the Republic of Korea has been an active contributor of humanitarian assistance to the Democratic People's Republic of Korea. Since the turn of the century, the government has provided the DPRK with an estimated $1.7 billion of aid and non-government organizations (NGOs) have supplemented that with an additional $700 million worth of aid. As satisfactory as those figures may be, the fact remains that from 2008 onward, both government and NGO aid levels decreased significantly. Correspondingly in that time frame, the food situation in the DPRK has worsened to decade-lows. In light of recent positive developments in the field of inter-Korean relations by the government of the DPRK, the Cabinet of the Republic of Korea has authorized the Ministry of Unification to resume aid shipments either via United Nations organizations or direct delivery methods, as was the case in the past. The initial aid delivery will include basic medical supplies, food, clothing, and similar items with future aid deliveries likely to include more goods, at the joint decision of the RoK and DPRK governments. The estimated value of this shipment of aid if $13 million. It would be desirable if future aid shipments and their exact contents could be more thoroughly discussed with the government of the DPRK and if they would provide the Korean Ministry of Unification with a list of needed items. Statement on Terrorist Attacks in Turkey

The Republic of Korea in the strongest and harshest of terms condemns the recent terrorist attacks in Turkey allegedly perpetrated by the Islamic State. Terrorist attacks against undefended civilian targets, albeit government ones, are the most cowardly actions that can possibly be taken by an entity and this is exactly what the Islamic State has done. Instead of focusing on combating the military, the Islamic State has reverted to cowardly acts of attacking undefended civilian targets. This action is irrepressible and cannot be ignored by the international community.
The government of the Republic of Korea is in the process of establishing contact with the government of Turkey regarding possible assistance that the Republic of Korea can render to Turkish authorities. Any assistance that Turkey requests from Korea will be granted to it.
