Statement on Security Council Resolution 2179 regarding Turkish Activities in Syria

The Republic of Korea applauds the resolution passed by the United Nations Security Council in regards to Turkish activities in Syria, namely the invasion of Syria in order to destroy Islamic State contingents fighting near the Turkish-Syrian border.

This is the first action taken by the Security Council is the first one in months, if not years, with the aim of deescalating the conflict in Syria; however, the road ahead is still quite long and will require much more compromise and tolerance from all parties involved. One of the major goals of the Republic of Korea in the United Nations is to work collaboratively with all nations in order to end the fighting in Syria and provide safe and unfettered access to basic utilities for Syria's 20-plus million residents.

Furthermore, this resolution is indicative of Korea's greater role in international diplomacy and status as an emerging peace-broker: Korean representative to the United Nations, Oh Joon, in conjunction with Senegalese representatives, authored the final and accepted draft of the resolution. Prior to it, the Security Council went through around half a dozen resolutions which were not acceptable to any one of the five permanent members of the United Nations Security Council.

This is, of course, not meant to take attention away from either the resolution or the peacekeeping process, which the Republic of Korea will continue to advocate for and and champion both in and out of United Nations chambers.

Statement on Upcoming Korean Deployment to Poland

Per the 2014 agreement with Poland regarding the sale of 120 K-9 self-propelled howitzers, the Republic of Korea Army will be deploying a company-sized element from the 11th Field Artillery Group of the First Republic of Korea Army to Poland to adequately train an initial Polish unit on proper usage of the K-9 self-propelled howitzer in April 2017, around the time of the first delivery.

This is a great step in Polish-Korean bilateral relations, elevating them to unprecedented heights.

Statement on the Planned Inter Military Skills Competition

The decisions of the Democratic People's Republic of Korea and the People's Republic of China to not attend the Inter Military Skills Competition and the subsequent decision by the Spanish government to follow suit is regrettable. The Competition is not meant to be perceived as "military drills" or "games [that would] only help fuel militarism and conflict" and will not be executed to be perceived as such by any reasonable, unbiased observed. The fact that those nations passed such harsh judgement without foreknowledge of the substance of the events is evidence of their pre-determined opinions on the matter and their refusal to see them in any other way. This is regrettable but, unfortunately, the reality of the world we live in.

I, on behalf of the Korean Cabinet, call on the DPRK, the PRC, and Spain to reevaluate their decisions and come to this competition of a truly ambivalent and peaceful character.

Statement on the Decision of the DPRK to Expel the RoK Delegation from Pyongyang

The decision of the leadership of the Democratic People's Republic of Korea to expel the delegation from the Republic of Korea headed by Prime Minister Jung Hong-won with the aim of thawing inter-Korean relations lamentable and quite regrettable. Furthermore, it is irrefutable evidence of the erratic and unreliable behavior of Pyongyang. This decision will have permanent and lasting consequences form DPRK leadership.

Before any further talks may take place, the leadership of the Democratic People's Republic of Korea will have to prove that they are taking dialogue seriously, that they are ready to compromise in good faith, and that they are interested in diplomatic solutions. Until such a time, no talks with officials from Pyongyang will take place.

Furthermore, I call upon all the people of the world to follow suit in this 'diplomatic black out' of the DPRK government in an attempt to coerce them to see reason and take actions in the best interests not only of the Korean people but also regional stability and world peace.

Statement on Potential Stationing of US THAAD anti-ballistic missile systems in the Republic of Korea

The Ministry of National Defense of the Republic of Korea feels the rising threats in East Asia warrant the introduction of more sophisticated, more accurate military systems that are capable of defending both the Korean peninsula and the surrounding waters. The perfect system for such a formidable task is the US-manufactured and -operated Terminal High Altitude Area Defense (THAAD) system. Therefore, the Korean National Defense Ministry officially invites the United States Army to station two batteries of the THAAD system in Korea.

Statement on Terrorist Attacks in France

The Republic of Korea in the strongest and harshest of terms condemns the recent terrorist attacks in France allegedly perpetrated by the Islamic State. Terrorist attacks against undefended civilian targets, even government ones, are the most cowardly actions that can possibly be taken by an entity and this is exactly what the Islamic State has done. Instead of focusing on combating the military, the Islamic State has reverted to cowardly acts of attacking undefended civilian targets. This action is irrepressible and cannot be ignored by the international community.

The government of the Republic of Korea is in the process of establishing contact with the government of France regarding possible assistance that the Republic of Korea can render to French authorities. Any assistance that France requests from Korea will be granted to it.

Statement on the Attacks on Seoul N Tower

The cowardly and terrorist-like attacks perpetrated by unknown persons of the Korean People's Army are of the worst caliber and will result in the harshest of responses available to me and my administration. Through severe penalties, we will make sure that such an incident never occurs again on Korean soil.

Although the Cabinet, along myself, is still considering a vast array of options, we have decided to contact the American government for consultations regarding "the political independence [and] security [of Korea], as threatened by external armed attack," per Article II of the Mutual Defense Treaty between our two countries. Should it be deemed necessary, Article III of the same treaty will be activated. Simultaneously, the Republic of Korea Armed Forces have been ordered to an increased state of alert to match that of United States Forces Korea.

Statement on Kim regime activities

Recent statements made by the Pyongyang government on behalf of the Kim regime, which indicate immediate hostilities against the Republic of Korea, are unacceptable to not only the government but also the people of the Republic of Korea. This is only the latest of a string of hostile and intentionally provocative actions taken by the Kim regime or legitimate representatives thereof. In the past decade, there have been dozens of such acts, the most notable ones being the sinking of the ROKS Cheonan and the artillery bombardment of Yeonpyeongdo. The attack on N Seoul Tower, which claimed the lives of over 250 civilians, is unacceptable, especially given the unapologetic and unfazed nature of North Korean representatives. The recent mobilization of forces, increased defense readiness, and declaring an intent to commence hostilities against the Republic of Korea, compounded with the facts from the previous sentence, leaves the Korean government little option but to respond against unwarranted aggression in kind.
