David Rachline Permanent Representative to the United Nations from the Republic of France Members of the United Nations we come before you today to speak of something that has long been an objective of many nations here and that is reforming the Security Council and adding new permanent members. For many years now it is has been proposed to expand the scope of the Security Council to the following countries of Brazil, Germany, India, and Japan and we believe that these countries have demonstrated through their economic growth and commitment to the policies of democracy and stability. We believe it is time for us to begin expanding the United Nations to include these countries rather than remaining a power bloc of the whitest and most wealthy countries presently in the world. |

Rosemary A. DiCarlo United States Ambassador to the United Nations I believe that five veto's are a better option than the alternative of having several members of the Security Council without the possibly of getting or retaining the power of the veto. |

![]() الممثل الدائم لدى الأمم المتحدة | Permanent Representative to the United Nations High Representatives, Baghdad finds the U.S. proposal of a 9-member Security Council totally unacceptable. This proposal will place the power within the Security Council in the hands of only a few countries, while at the same time ignoring complete continents, as well as doing away with the representation of the Arab world. These matters are not acceptable by Baghdad, and most likely the majority of members of the General Assembly. I again emphasize that perhaps we should look towards implementing reforms such as those proposed by former UN Secretary General Kofi Annan. |

Rosemary A. DiCarlo United States Ambassador to the United Nations I should clarify that our proposal was only intended to involve the composition of the permanent members of the Security Council. Under a new Security Council format we would propose that the temporary positions on the Council remain in approximately the same format as it is now with perhaps a additional seat for Africa and Asia. |
