Martin Erdmann Permanent Representative to NATO Ladies and Gentlemen, The reputation of this alliance has suffered and declined to the point of nonexistence. We hope that all of you will be wiling to chart a new course and chart a new path towards the promotion of peace, prosperity, and democracy. We hope to establish peacekeeping missions in the Indian Ocean, Mediterranean, Red Sea, and Atlantic to exercise our superior naval power for good use, t o respond to conflict areas and provide all kinds of economic and humanitarian aid in a "NATO for Humanity" project. Only through this kind of re-branding can we afford to recuperate from the Turkish gambit. |

Gen Jean-Pierre Bosser Représentation Militaire de la France auprès de l'OTAN | Military Representative to NATO Presently the biggest concern of the Republic of France is the fight against the Islamic State within North Africa. We would encourage NATO to respond to this fight after the invocation of Article 5 some months ago in response to the terrorist attack on our soil. We do not believe now is the time to pivot our attention to other areas of operation but instead to focus on defeating the Islamic State and ensuring it does not gain a foothold ever again so close to our hemisphere so that terror attacks like the ones that happened in the United Kingdom and France should not happen again. |

United States Permanent Representative on the Council of the North Atlantic Treaty Organization Mr. Bosser, I would like to point out that contrary to your claim article 5 has not been invoked by this organization. The French representatives have not followed the proper procedures to ensure this, nor does Washington believe it to be wise to officially declare a state of war between NATO and the Islamic State. As the German delegation has already highlighted the current political situation surround NATO is already fragile, and actions such as the one you are proposing would only serve to further undermine the credibility of NATO itself. That being said Washington has offered assistance to Paris for its operations in Libya, but also emphasize that like the US actions in Iraq and Syria, are done so under national banner. As for the plan proposed by Mr. Erdmann I would like to voice that such a plan has the support of Washington, as it could be a useful instrument to restore some of the damage done. |

Zyta Gilowska Permanent Representatitve to NATO Poland, has publicly annouced by Premier Kazinsky, intends to back from unilateral operations and engage in multilateral framed ones. The German proposal has or full support, addapting NATO to the new reality of a global but precise response to threats. My proposal is to futher seeks active fight against Terror, by participating with local governments who face terrorism and have serious difficulties dealing with it. The Operation "Ocean Shield" to fight piracy are good examples of this. Other operations could include ground operations supporting local governments fight terrorism. The case of the Horn of Africa in Somalia could be a good example, where the US already have operations ongoing and a know-how transferreable to its NATO allies at a NATO-broad mission. Boko Haram would be another example. I invite German representative and the other to further detail proposals to be discussed more in detail, as I agree that NATO needs to reshape istelf and regain its status. |

UK Representative The United Kingdom is in general in favour of the direction that Germany is proposing, and we will most likely be an active participant in a majority of the endeavours, but, we would like to see specifics before we commit any funds or assets. |

Martin Erdmann Permanent Representative to NATO We thank every government that has voiced support for this proposal for their commitment to the rehabilitation of NATO's reputation. The world thinks of us as a leper - let us cure that disease once and for all. we propose the following resolution in detail by request of the Polish delegate:
We call for a change of heart in the French government which in this forum and others has been acting more or less out of personal distaste for the EU, NATO, and Germany after an ECHR resolution passing with near-unanimous EU support condemned the FN's human rights violations. These are issues we talk about that rise and soar higher than domestic politics and we call for professionalism, as all diplomats should already have without question. Deciding not to follow the lead of the entire alliance in supporting a reputation rehabilitation, then we will have no choice but to leave France behind and make it clear that France's position that may alienate some countries is theirs alone. |

Martin Erdmann Permanent Representative to NATO We applaud and thank deeply Canada for its contribution and will contribute $100 million to go towards funding ISIL and $4 billion to the NATO aid fund out of our foreign aid budget, plus a little more, given that this aid will be far more visible than unilateral aid given by one country, and will rehabilitate our great alliance for Peace. We appeal to the French furthermore that, after cabinet meetings, our government is wiling to undergo extensive negotiations with yours to make sacrifices to reel in all, including the malcontents, into a new NATO of salvaging the remaining worth any coalitions that are opposed to NATO might have. We hope for universal incorporation and inclusion, but will build strong walls to avoid being pushovers at the bargaining table. To everyone else, we urge them to follow Canada's lead, to pledge to this effort and make an oath and faithful commitment to save not only our faces, but our alliance. |
