Martin Erdmann Permanent Representative to NATO Ladies and Gentlemen, The reputation of this alliance has suffered and declined to the point of nonexistence. We hope that all of you will be wiling to chart a new course and chart a new path towards the promotion of peace, prosperity, and democracy. We hope to establish peacekeeping missions in the Indian Ocean, Mediterranean, Red Sea, and Atlantic to exercise our superior naval power for good use, t o respond to conflict areas and provide all kinds of economic and humanitarian aid in a "NATO for Humanity" project. Only through this kind of re-branding can we afford to recuperate from the Turkish gambit. |

UK Representative We suggest that NATO moves forward with the Child Soldier Rehabilitation Program, and we are willing to donate 75 million annually for a period of no less than 10 years. The goal with the program must be to help the child soldiers to overcome emotional, physical and psychological trauma, as well as provide them with a future in terms of education. |

Sir Adam Thomson UK Permanent Representative to the North Atlantic Council I would like to urge France and Germany to match the commitment made by the UK and the US, so that we can get this program off the ground. We would like to suggest that it is done in the way of boarding schools, where the former child soldiers can be offered counselling and an education at the same time. |

Sir Adam Thomson UK Permanent Representative to the North Atlantic Council Even without the commitment of France or Germany, or other NATO members, I believe that we can start with the funding we have. I suggest that a number of larger compounds/farms are bought/established in areas where child soldiers are an issue. These farms should provide the former child soldiers with protection against unjust prosecution, with therapy to overcome emotional, physical and psychological trauma, with schooling and with vocational training. They would also be asked/encouraged to help work the farm, in order to maintain active. All farms would have psychologists, doctors, nurses, teachers and vocational trainers, as well as a guard contingent, to help protect them in a potential volatile region of the world. If this sounds good, then I suggest that the UK takes lead and starts the process of establishing these farms. |

Elissa Golberg Permanent Representative for Canada to NATO | Représentant permanent du Canada auprès de l'OTAN The Government of Canada agrees with the UK's proposal, however we believe that the compounds/farms that are purchased should be in countries that are relatively restive, instead of in the areas where child soldiers are active. e would also like to suggest that the guard contingent consist of both civilian and military law enforcement personnel from NATO nations, and that the personnel be used both to protect the compounds and the people within, and to restore the children's confidence in trained and armed security personnel. |

Sir Adam Thomson UK Permanent Representative to the North Atlantic Council The changes proposed by Canada are welcome, as is the participation by Italy. On the Italian offer to host child soldiers in Italy, we believe that the best course of action is for them to remain in their native countries, as the goal must be for them to be reintroduced into that society as fully functional members of it, not for them to be a European charity case. |

However, in the event the UK is unable to, we would be willing to do it ourselves. |
