Ladies and Gentlemen,

The reputation of this alliance has suffered and declined to the point of nonexistence. We hope that all of you will be wiling to chart a new course and chart a new path towards the promotion of peace, prosperity, and democracy. We hope to establish peacekeeping missions in the Indian Ocean, Mediterranean, Red Sea, and Atlantic to exercise our superior naval power for good use, t o respond to conflict areas and provide all kinds of economic and humanitarian aid in a "NATO for Humanity" project. Only through this kind of re-branding can we afford to recuperate from the Turkish gambit.

My apologies for the delay, but here is the write-up for the Child Soldier Rehabilitation Program. If it is acceptable to all participating nations, then I suggest that we launch it soonest.

NATO Child Soldier Rehabilitation Project

Goal
To rehabilitate former child soldiers to a functioning and productive civilian life. To help alleviate their physical, physiological and social traumas. To serve as a refuge for child soldiers that seek to change their lives.

Means
The goal is to be achieved through the establishment of a series of “farms” in areas where there is child soldiers. The “farms” are to be located in country as many times as possible, to allow the child soldiers to retain in contact with their native nation and culture. The “farms” are to be located in safe areas.

These “farms” are to be staffed by medical and educational staff, as well as a smaller guard contingent, drawn from participating NATO countries, to help keep peace, as well as protect the “farms” from any outside, unwanted, interference. It is recommended that the guard contingent recieve training to help with the rehabilitation of the child soldiers as well, serving as role models and "older siblings" so to speak.

The former child soldiers will be treated for the traumas that they have, they will receive help to learn to function in a civilian society, and they will be educated to an intermediate level. They will also be offered vocational training based on their desires (within reason.) Those that show aptitude might be given further education and possibly be offered university educations in participating nations.

The “farms” will be established with the knowledge and acceptance of the host nation.

Financing
Currently the following nations have agreed to fund the project:
United Kingdom: 75 million annually, for 10 years
United States: 75 million annually, for 10 years
Canada: 75 million annually, for 10 years
Italy: 75 million annually, for 10 years
Germany: 75 million annually, for 10 years
France: 75 million annually, for 10 years
Turkey: 70 million annually, for 10 years

Auditing and control over where the funds go is to be kept within NATO, in order to avoid local corruption and misplacement of funds.

I would like to suggest that a requirement for the children to conduct accompanied trips to local areas outside the farms as part of their rehabilitation, and eventually, near the end of their rehabilitation, unaccompanied trips to local areas.

Once that amendment is added, and once other nations have submitted their feedback on the agreement, we would like to officially ut the agreement to a vote.

We have, on purpose, left much of the how out of the write-up, as that should be up to professionals, and not to us, as policy makers. We are sure that such trips is included in learning to function in a civilian society, and overcoming social trauma. We have also pointed out the importance of maininating contact with their own culture.

France will bring 75 mn to the programme as well, we consider it an excellent idea that will lift the image of NATO while generating a valuable output.

Turkey wholly supports this motion, and is willing to bring an additional 70M to the table if the council is willing to accept her contribution to this effort.
