Situation in Yemen

Esteemed delegates and distinguished guests,

King Salman has asked that our delegation come before this honored council of nations to bring up a concern that affects Middle Eastern security as well as the safety of all innocent people around the world. This is the concern surrounding the ongoing terrorist-led conflict in Yemen. For years now the terrorist organization, known as Houtis, and its state-sponsors in Tehran have taken the lives of thousands of innocent Yemeni civilians and attempted to oust the legitimate, internationally recognized government of Yemen. Through their efforts they have opened the door to more extremism to seep into the country and have created a seething breeding ground for terrorism: front line training, camps, supply routes, and other perks. Now Al Qaeda has jumped on the opportunity as as the Islamic State. I must call upon this honored council to put forward and pass a resolution which would request a hearing in the United Nations Security Council to discuss and hopefully pass a resolution in support of the legitimate government of Yemen under President Hadi. Saudi Arabia and our allies have continued and expanded operations in Yemen to stem the spread of these Houti terrorists and have taken measures to ensure these Houti terrorists are unable to continue their campaign of rape and destruction.

However, this must become a global effort. The end of extremism is of the greatest concern for the Arab world, and we also know that many other states around the world are involved directly and indirectly in the fight against extremism. So we feel that it should not be a suprise for the United Nations, as the leading organization for global security, to come forward with a statement of support for the legitimate government of Yemen, who has been forced into a position of exile and civil war due to the actions of Iran, who has acted through these Houtis rebels.

This situation is less brought about by Iran, who, with its Shia allies, view the Zaydis as heretics, but of internal plotting. Half the army has defected to the rebels due to the scheming of former President Saleh. Sanctions on specific people, and encouragements of persona non grata status, would remedy. We understand the complications - Saudi Arabia brokered a judicious agreement in which Saleh's person would be respected for his abdication. He and others, however, are exploiting their safety to become puppet masters.

The situation is a very complicated one, as are many civil wars. And yes, the conflict started internally. However it has only become worse with the introduction of Iranian support: material and political; on behalf of the Houtis terrorists. Former-President Saleh was, at one time, someone who could be worked with and reasoned with. But now he is part of the problem, a serious one. The former governmental forces who have come out as loyal to Saleh cannot be considered to have ever been true governmental forces as they have been always been loyal to this man and this man alone. He, himself, has allowed the Houtis terrorists to gain so much ground. It is his influence that gave them control of governmental forces: ground units and air units. Thankfully this has been mitigated. The Saudi Air Force and our Gulf State allies have destroyed the air forces of the Houtis. But they remain a dramatic threat. We agree with the esteemed delegate from Germany: sanctions against individuals, including former-President Saleh and his advisers, would be a good place to start. But we strongly urge the UNSC to also sanction the Houtis group.

Mr. Secretary General,

While the State of Israel does not wish to address the specific matter in regards to Yemen due to the complicated relations with all involved, we can however take note of the fact that Iran is yet again interferring in the affairs of another state just as they are in Lebanon, Gaza, Iraq and Judea and Samaria to name a few.

We would fully support sanctions against the Houthis, not out of antipathy or Iran, but due to the need to restore stability to the region and enable actions by the traditional balancing force of the Saudi House, which, in public view of the international community, has bore the responsibility to broker sensible agreements in the past. As we have seen, departure from this model, established since the end of the cold war, throws the Southern part of the peninsula into chaos.

Swedish delegation

Sweden backs Germany's idea of sanctions. Sweden is willing to place sanctions on allgroups. We believe that the UNSC needs to help Yemen before another part of the Middle East slips into chaos.

Gentlemen,
The United States of America would support measures aimed at freezing the assets of the Houthis and Saleh groups as well as increasing financial pressure against al-Qaeda and Ansar al-Sharia. However that will not be enough to drive these organizations from Yemen, and we believe that the United Nations should sanction an Arab League peacekeeping mission for Yemen. As a part of this peacekeeping effort the United States is prepared to conduct inspections on suspicious vessels in the Red Sea and the gulf of Aden that are operating within Yemen's territorial waters or its exclusive economical zone if this is something that President Abd Rabbuh Mansur Hadi believes would be helpful to bring the conflict to a conclusion. We are also willing to enact a no flying zone over rebel and Al Queda controlled areas.

Esteemed members of this honored body,

I have been asked by my King, the honored King Salman, to speak before the United Nations General Assembly in regards to the ongoing situation in Yemen and the threat posed by Houtis rebels and others in the country towards not only the security of Yemen but also the security of the Middle Eastern region as well as the safety of international shipping. Recently Houtis terrorists have launched a direct strike against the Kingdom, which resulted in the death of six of our brave soldiers. This is unacceptable and will not stand in the region. I am here today, gentlemen, to inform this council, and the Houtis rebels who I am sure are watching this speech, that we are officially declaring an ultimatum aimed at Houtis.

It is as follows: The Houtis organization shall immediately declare a ceasefire with governmental forces and come to the negotiating table at negotiations moderated by the government of Saudi Arabia. If this is not done immediately, and Houtis attacks do not stop immediately, the Kingdom of Saudi Arabia will become directly involved in the destruction of the Houtis organization and the removal of it from Yemen. Our country has been directly attacked by these people. Because of this we are issuing the above ultimatum and if it is not adhered to immediately we will take action.

The United States supports the Saudi Arabian position, and I call upon the leaders of the Hothis, Saleh, and Hadi groups to come to the table to create a united transitional government as well as a united military effort against the Islamic State, al-Qaeda, and Ansar al-Sharia in Yemen.

The Chinese government supports the call for an immediate ceasefire and negotiations, but we do not endorse the statement that if this does not happen, Saudi Arabia will unilaterally invade Yemen to 'destroy' the Houtis.

Ms DiCarlo, is it the policy of the United States to allow this to happen? To support invasions of countries with no international mandate?
