Reinhard Silberberg Permanent Representative to the EU Given widespread complaints about inefficiency of this bureaucratic scheme hovering over the heads of the EU, Germany proposes some minor changes. We are all for the CAP in its current state and in no way suggest more opt outs and cutting based on country and number of farmers. Methodologically, the following should be looked at: - Transfer of 5% of the budget to skills training - "Greening" and crop diversification requirement to raise long term production - Transfer of crop quotas from wheat-focus to meat focus, seeing a massive increase in demand for meat in the developing world - Transfer of 3% of funding to local enterprise partnerships - 25% increase in pay for "young farmers" to keep the industry alive - Payment by farmer instead of regional blocks |

Philippe Étienne France We agree with Germany that a reform is necessary. However, we do not deem necessary to cash out money into farmers pockets. Instead, we would like to see a CAP focusing on innovation and technology, which will allow farmers to be more competitive. We have a look at the Netherlands and their successful primary sector, very technology-intensive. And that how in our opinion a CAP reform should be. We agree with the transfer to skills training, be the 25% pay increase should be allocated in our opinion to cross-training farmers with the latest technology advances and perhaps allocating a reduction on farmers cost when renovating their assets. |

The United Kingdom vehemently opposes any form of CAP reform that sees an INCREASE in monies being directed towards farmers. We agree that some of the existing CAP funds be redirected towards skill training, development of new agricultural business and crops, to help start new agricultural, or "agricultural-like" business. |
