With a view to advancing the interests of both-nations and developing closer bilateral ties, the State of Japan (hereafter referred to as "Japan") and the Republic of India (hereafter referred to as "India") agree to the following terms: Article 1 India and Japan shall establish a Joint Nuclear Research Program tasked with making nuclear power safer and more efficient. Article 2 India and Japan shall establish a Joint Renewable Energy Research Program tasked with researching renewable energy sources as well as methods of reducing the environmental effect of conventional energy sources. Article 3 India and Japan will abolish all tariffs and trade quotas that effect trade between the two nations, allowing for free and unrestricted trade between the two nations. Article 4 India and Japan shall create a joint-investment fund, with each party contributing 10 billion USD, in order to finance the construction of high speed transportation lines on the Dehli-Mumbai, Dehli-Madras, Dehli-Chennai and Dehli-Kolkata routes. Japan shall also supply technical advisors to aid in the completion of these projects. Article 5 The JAXA and ISRO shall share data and engage in joint enterprises and exchange programs, with a view to advancing the national interests of both India and Japan and the scientific exploration of space. |

Results for article 4 have not yet been granted, as this will require some more detail. Please submit an action for that part, after that economic results will be granted, although my first thought is that $20 bn is insufficient for so many HSR infrastructure.
