I would like to welcome the leaders of the Republic of Kurdistan and Islamic Republic of Iran to Moscow, I hope that your flgihts and arrival here was enjoyable and made comfortable. The hope from these talks is to end uncertainty, violence, mistrust and decades of tension between the Kurdish people who have formed the state known as the Republic of Kurdistan and the Iranian people of the Islamic Republic of Iran. The history of both nations is a storied one and one that can bring us hope for the future of relations between two important countries.

The Russian Federation believes firmly in optimism and more importantly in the hope of peace that can exist from favourable diplomatic talks and outcomes. We believe that the children of both nations deserve a future in which they can grow up healthy and strong without worrying about the next war that might be around the corner. It is this hope of peace that has prompted me to host these talks out of a desire to see a fruitful agreement come that sets the stage for cooperation and future work between the Kurdish government and the Islamic Republic of Iran.

Thank you President Putin, Moscow is a truly beautiful city and I hope to be able to see it more often. However unfortunately we are gathering here on business not pleasure. President Rouhani I am here to officially ask for Iranian Recognition in exchange I am prepared to renounce all claims the Republic of Kurdistan as on Iranian territory. While I can not give you something you already own I can reinforce your position in the said areas and act as a mediator for any possible future issues that may arise.

The Islamic Republic of Iran welcomes the opportunity to enter into negotiations with the people of Kurdistan to find a lasting solution for the strife that has plagued the region for so long.
It is the view of the Islamic Republic that the Republic of Kurdestan has no claim on any Iranian territory. However, in the spirit of cooperation and good neighborship, we would be willing to sign such a treaty, provided we can come to an agreement on some related issues.

Many iranian citizens of kurdish ethnicity no doubt desire to be a part of your new nation. By renouncing any so-perceived claims on these territories, they might wish to migrate. We propose that each Iranian citizen be given the choice between Iranian and Kurdestani citizenship, with those choosing the later being relocated to the Republic of Kurdestan.

We would also require a chapter in which the Republic of Kurdestan and its citizens renounce any claims, past and present, they might have against the Islamic republic and its citizens. We believe that this is important for our nations to have a peaceful and stable relationship without any cause for conflict.

We would be pleased to accept any citizens currently inside the boarders of Iran that wish to join the Republic of Kurdistan as citizens and will allow any and all ethnic Kurds to seek citizenship, however we must agree upon a time table for the completion of this task, I propose that the Iranian Government give the ethnic Kurds seeking Kurdish Citizenship 1 year to do so which would allow then to sell any business, move all belongings, and to tie up any loose ends before they leave the Islamic Republic. We also request that all ethnic Kurds currently being detained in Iran for any Political reasons be exiled to the Republic of Kurdistan on the condition they never return to the Islamic Republic. Further more we require that all Ethnic Kurds and their families that wish to move to The Republic Kurdistan currently in service with the Iranian Military be allowed to finish their service before they move.

As far as Claims on the Territory of Iran, the Republic of Kurdistan will agree to renounce any and all claims to any lands currently inside the boarders of the Islamic Republic of Iran.

A Timeframe of 1 year would be acceptable to the Islamic Republic.
However, as you can surely understand, we would have to take additional steps to ensure peace and civil order in the predominately kurdish regions of our nation to ensure a peaceful transition and implementation of this agreement.
We would like to propose a joint administrative body to deal with both those wishing to emigrate as well as any issues of civil unrest that may arise from this agreement - there may well be radical elements that would oppose such a treaty between our nations.

The Iranian delegation presents a treaty draft for further discussion


1. The Republic of Kurdestan renounces any claims by it, its citizens or legal entities, on any lands or property belonging to the Islamic Republic of Iran, its citizens or legal entities.

2. The Islamic Republic of Iran recognizes the Republic of Kurdestan as a sovereign state.

3. Both treaty partners agree to set the current border as de facto and de jure.

4. The Islamic Republic of Iran agrees to offer any of its citizens or kurdish heritage the opportunity to accept citizenship in the Republic of Kurdestan. Any individuals accepting this offer shall forfeit their citizenship in the Islamic Republic of Iran and be obligated to relocate to the Republic of Kurdestan. Upon accepting Kurdestani citizenship, each individual shall sign a waiver on all present and future claims against the Islamic republic, its citizens or legal entities. The timeframe of this offer shall be 1 year from signing of this treaty, after which citizens of the Islamic Republic of Iran shall not be entitled to claim citizenship in the Republic of Kurdestan.

5. The signatories agree to set up a commission, staffed equally by representatives of both nations, to oversee the process outlined in article 4. Comission offices shall be set up in all Cities with significant Kurdish population, and mobile offices shall be made available to the rural population at regular intervals. The Comission shall also be tasked to settle all disputes arising from this. Internal security remains the express sole responsibility of the Islamic Republic of Iran.

6. Upon conclusion of the process outlined in article 4, the Republic of Kurdestan shall ensure that its citizens are aware of and respect the agreed upon terms and borders.
