"It It is with deep concern that I stand before you, my fellow ambassadors at the United Nations. Our National Intelligence Service reported the discovery of North Korean dug tunnels along the Demilitarized Zone which was found right in the middle of the nuclear disarmament negotiations. Tunnels that not only fit smaller units of infantry, but is also capable of bringing vehicles into the country undetected. It is as clear as it is evident based on this clear violation of our territory and security in the middle of the peace talks that North Korea does not seek peace. They only seek to deceit and violate our trust for their own gains. A world of peaceful understanding is not on Pyonyangs agenda, instead it is eternal conflict which they have proven to us time and time again by artilery barrages through history. We shall neither forget the TV-Tower massacre, which claimed the lives of many innocent civillians.

We view these events with uttermost concern and urge the international community to take action, as the Republic of Korean government does towards this criminal state. You have all been provided a portfolio with pictures provided by the National Intelligence Service, which shows the demolition of the tunnels and the tunnels existance."

While I do not doubt the authenticity of these photos, I must ask why your government has sought to withdraw from negotiations on the denuclearisation of North Korea. These tunnels have long been suspected as existing, and yet the Six Party Talks went ahead. Now that the tunnels have been destroyed, the threat from them has been removed. I would urge your government to return to the negotiation table.

We understand that the reports of tunnels being destroyed are accurate, but there is no evidence that any of the tunnels destroyed were recently dug. The tunnels have been discovered over recent years, and have not been destroyed until now. This either suggests that South Korean intelligence decided there was the risk of an incursion through the tunnels and decided to collapse them, or that they decided now was a good time to make the tunnels public for political reasons.

The United States strongly condemn's North Korea's decisions to dig additional tunnels, and we will provide all reasonable assistance to our friends in the Republic of Korea in identifying and closing all tunnels that may be present that cross the dmz either new or old. Also even with the declassified reports from Moscow who's accuracy must be taken with a grain of salt the facts remain that these tunnels represent a breach of the Republic of Korea's sovereign territory by forces of the Democratic People's Republic of Korea.

The Democratic Peoples Republic of Korea finds these allegations as simply absurd, and it is clear that this is simply another blatant lie coming from the illegal puppet-regime in the South. Gentlemen, this is not the first time the South has back stabbed negotiations and agreements. The last time was following the agreement that our merciful and great country would unilaterally dismantling the Yongbyon Nuclear Research Facility; and in return South agreed to provide funding for light water reactors and provide fuel aid to the DPRK during the construction of those light water reactors. Neither of these things happened and the DPRK has had the Yongbyon facility full dismantled, with the parts shipped to Russia and China. The IAEA will be able to confirm this. If the South wants to be taken seriously it will need to start following through with agreements and negotiations.

But that is not all, esteemed delegates. The Democratic Peoples Republic of Korea had little knowledge of these tunnels, and we believe that they are in fact Southern tunnels. We found the tunnels shortly before an attack came out of the tunnels into the DPRK: this attack was not a human one but was carried out by Imperialist robots carrying explosives presumably with the mission to plant them and destroy our infrastructure and military facilities. Luckily the brave soldiers of the Korean Peoples Army was able to destroy the robots before this devious and illegal mission could be carried out. And, in the process, captured one of the robots intact.

This robot will remain in the custody of the DPRK as it is evidence of a Southern attack against our country, and there will be retaliation for this unprovoked attack during negotiations. We find it extremely ironic that the South and the Imperialists in Washington blame us for the tunnels now because their attacks failed, and is now withdrawing from negotiations that could result in lasting peace. We demand a full apology for this attack against us, or there will be retaliation. We also demand the international community condemn the failure of the South to follow through with their first disarmarment agreement with us regarding Yongbyon. It is only because of the merciful nature of the Great Defender and Revered Mentor of the Korean People; Kim Jong-un, that we agreed to further negotiations.

The Republic of Korea find the DPRK demands and allegations absurd. It is true that we sent unmaned vehicles into the tunnels, however that was to get a clearer picture of the tunnels and find out if they were interconnected or not, also to get a better picture of where exactly the tunnels ends. One of our vehicles got lost in action, we presumed that it was due to some kind of boobytrap or due to some sort of collapse. However it seems that it instead became the main topic of North Korean propaganda where they evidently are proud that their brave soldiers destroyed an unarmed vehicle. I applaud the North Korean warmachine...

We all know that the Republic of Korea posses better methods of sabotage if we sought to do so, however we do not. We find it, highly hypocritical by the North Korean criminal government to accuse South Korea of an attack, looking at what evidence they have, that is, an unarmed robot. Then when we look at DPRKs past behaviour, we wonder whos the real warmongerer in this room. This is a clear case of North Korea crying crockodile tears, they don't want peace, they only seek to escalate this further. We demand that North Korea steps down from their aggressive behaviour, and starts behaving like a more... civilized country.

The Republic of Korea will not return to the talks. It is evident that The 'Democratic' Republic of Korea are not to be trusted, these talks won't get the international community anywhere."

It is unsurprising that Mister Oh is denying the fact that the tunnels our Southern as it would be nothing less of a declaration of war against a country in which negotiations where underway. We note that the South has withdrawn from the negotiations, and will in that case withdraw ourselves as a result. It is a shame that Mister Oh refused to comment on the fact that they have, in recent years, broken a historical agreement nuclear disarmament. The silence is simply an admission to guilt at this point, not that there was any doubt even in the international community. Is the international community simply going to allow this illegal action by the South on the world that "we didnt do it" when we have evidence of such a robot sabotage attempt?

It is obvious that such advanced technology systems like robots are so far beyond the comprehension of the average soldier of the Democratic People's Republic of Korea that what happened here is a unarmed robot designed for underground mapping of illegal tunnels was misinterpreted as a weapons system. A understandable mistake by any North Korean soldier. However the matter of the tunnels, and why they were dug by North Korea who has a long history of digging tunnels for various nefarious purposes, most aimed at undermining the stability of the Republic of Korea and launching terrorist attacks like the most recent tv tower massacre must be debated and discussed by the Security Council.

If the Democratic Peoples Republic of Korea indeed dug those tunnels, it was already made clear they where done "years ago" at least according to the Russian sources why wouldnt the Southern puppets have not destroyed them until now. It is clear that this is a ploy from the West to blame the failure of their attack on the DPRK because we are apparently an easy target. Because "who would believe the DPRK?" given the brainwashing of the world by your government, Ambassador DiCarlo. At this point there will be a response against these attacks and the unwillingness of the South to continue negotiations. We suggest you end your lies Ambassador DiCarlo and accept the failure of this attempt against our country.

We all know that we should take moscows report with a grain of salt, however if it were to be true that the tunnels were dug years ago. It is the responsibility of the North Korean regime to seal these tunnels to show intentions of peace. Evidently this is not the case here, instead you have let the tunnels exist and are most likely using them for further plans to de-stabilize and possibly invade our soveriegn territory. This is totally unacceptable behaviour and only serves to de-stabilize a very tense region.
