"It It is with deep concern that I stand before you, my fellow ambassadors at the United Nations. Our National Intelligence Service reported the discovery of North Korean dug tunnels along the Demilitarized Zone which was found right in the middle of the nuclear disarmament negotiations. Tunnels that not only fit smaller units of infantry, but is also capable of bringing vehicles into the country undetected. It is as clear as it is evident based on this clear violation of our territory and security in the middle of the peace talks that North Korea does not seek peace. They only seek to deceit and violate our trust for their own gains. A world of peaceful understanding is not on Pyonyangs agenda, instead it is eternal conflict which they have proven to us time and time again by artilery barrages through history. We shall neither forget the TV-Tower massacre, which claimed the lives of many innocent civillians.

We view these events with uttermost concern and urge the international community to take action, as the Republic of Korean government does towards this criminal state. You have all been provided a portfolio with pictures provided by the National Intelligence Service, which shows the demolition of the tunnels and the tunnels existance."

And apparently the Japanese representative has chosen to ignore the points we have made particularly that all intelligence points to the fact that these tunnels have existed for quite some time now and only now is South Korea choosing to make it public for their own personal gain.

Though the attempts of the Russian representative to change the topic of discussion from the DPRK's blatant lies to the allegations that the Republic of Korea has had the capability to eliminate a grave threat to its existence for many years and has chosen not to do so are not appreciated, said allegations are also preposterous. Knowing that tunnels existed and knowing exactly where those tunnels were are two very different things. The government of the Republic of Korea has informed Japan that these tunnels were destroyed as soon as they were all discovered, and considering the grave threat they posed to the national security of the Republic of Korea, Japan does not doubt that claim.

These are facts Mr Yoshikawa that can be confirmed by my country's intelligence agency. I have provided the report and I will gladly allow it to be verified by any country's intelligence service. The Russian Federation will NOT be embarking on an embargo of the Democratic People's Republic of Korea simply because South Korea hoped it could score cheap political points by releasing information it was already aware of years ago. If this was such a threat to South Korea they should have destroyed it when they first discovered it instead of waiting for a moment to sabotage talks that were heading nicely towards a final agreement. What South Korea and Japan have managed to do is singlehandedly end peaceful nuclear negotiation talks with North Korea and raise tensions exponentially. If this is the future that Japan envisions, we want no part of it. Furthermore as it stands now we will veto any attempt at increasing sanctions within the United Nations Security Council because of the absolutely flimsy nature of South Korean conduct in regards to this matter.

Japan is thoroughly disappointing by Russia's conduct in this matter. Not only has Russia ignored the fact that the DPRK has blatantly lied about this matter during the course of these very discussions, but also accused the Republic of Korea of acting in a way that would clearly compromise its own security. Japan wishes to know how exactly Russia is so certain of the actions of the ROK's government, and whether such information could have been obtained without the use of clandestine means.

We trust the intelligence provided to us by our network and the report that was given to us which we still will provide to any nation requriing verification of its authenticity (OOC: just ask the mods, ISCR wrote it.). So instead of criticizing our conduct perhaps Japan can understand that the position we have taken is one of principle and integrity. We honour the expertise of the men and women in our intelligence corps and the report that we have been given. We do not doubt them or their abilities on this matter and we continue to hold the report forwards for independent verification.

Simply the intelligence we were given indicates knowledge of these tunnels for significant time by the South Korean government and their demolishment as a way of drawing attention to themselves for political gain. You may criticize our position but it is one that is based upon our own findings and one that cannot change simply because of your desire for a lack of negotiation with the North Koreans who until this moment were largely compliant and engaged on the nuclear talks only to be chased away by the recent South Korean refusal to engage.

Who cares more for the timing of the South Korean announcement than the fact that these tunnels exist? Invasion tunnels are illegal, period, and the actions of the Northern government are belligerent and aggressive. May Germany, if we inform you beforehand so any announcement by you would be in your political purpose, build invasion tunnels under Belarus now into Russia? The very idea that you're focusing on the public relations effects on this instead of how one country is violating the sovereignty of another and gearing up for total war is crazy.

These baseless allegations made by the Park Syndicate, the Tokyo Imperialists, and now others from the Western Kabal are nothing but lies and it is good to see respectable, independent countries like the Russian Federation taking a stand against these puppet regimes. The Democratic Peoples Republic of Korea and our Revered Mentor and Great Defender, Kim Jong-un, would like to thank Russia for its support in this matter. The statement made by Minister Steinmeier is insulting. The DPRK was conducting negotiations with the Southern regime and others in the hope that they had changed and were finally willing to come to an agreement. It is clear that they are not. We would like to reiterate what the Honorable Ambassador Churkin stated: we did not leave these talks. The South, however, did.

Yes and you still built invasion tunnels into their territory. You have absolutely no moral high ground no matter how you play your cosmetic posturing. Invasion tunnels are illegal. If the Western Kabal and Tokyo Imperialists are so bad, why don't they build invasion tunnels from Ezo to Wonsan? Are you suggesting that if Germany funded a southern effort to do the same that you're doing tomorrow, but in turn the South was fully cooperative at talks and you were the one who left, that the invasion tunnels would therefore be legitimate? Your position is just laughable, but your nationalization of the Kaesong zone and scuttling of the entire Korean peace plan is no laughing matter.

I must urge the representatives here to calm their rhetoric. I do find it odd that the policy toward the tunnels by South Korea varies depending on the political situation, some tunnels are used as tourist attractions, while these ones have been used as a pretext for the abandonment of talks of denuclearisation. My government will not be implementing an embargo on North Korea on the basis of tunnels being revealed, nor does it believe that these tunnels warrant further sanctions.

Tunnelling into a neighbouring country is undoubtedly a violation of sovereignty, and Mr Steinmeier is correct to label them illegal. However we do not see the United States pursue sanctions on Mexico over the tunnels that we all know exist beneath their border, despite the levels of criminal activity that they permit. This should be no different. I would urge Messrs Yoshikawa and Joon to recommend their governments return to the Six Party Talks.

We concur with the Chinese delegate and though we spoke our mind did not mean to shove options off the table. Germany would be more than willing to contribute many resources to a productive conclusion to the Korean crisis. We hold as sacred the right for all nations, South Korea, Japan, China, and North Korea, to self defense, and thus take no offense to the recent defense network established by Japanese law. However, we concur with analysts who say these perfectly legitimate moves are sleepwalking us into war. We suggest bilateral negotiations and announce that we will engage in favorable economic agreements with our vast resources towards the two parties if they agree, and put trade liberalization on the fasttrack if productive arrangements concerning sanctions can be pursued. Germany, and we hope the whole EU, will strongly condemn sabotage, obstinacy and departure by any party. The issue of peace in Asia is too large for us to gamble on.
