Oh Joon Republic of Koreas permanent ambassador to the United Nations ![]() "It It is with deep concern that I stand before you, my fellow ambassadors at the United Nations. Our National Intelligence Service reported the discovery of North Korean dug tunnels along the Demilitarized Zone which was found right in the middle of the nuclear disarmament negotiations. Tunnels that not only fit smaller units of infantry, but is also capable of bringing vehicles into the country undetected. It is as clear as it is evident based on this clear violation of our territory and security in the middle of the peace talks that North Korea does not seek peace. They only seek to deceit and violate our trust for their own gains. A world of peaceful understanding is not on Pyonyangs agenda, instead it is eternal conflict which they have proven to us time and time again by artilery barrages through history. We shall neither forget the TV-Tower massacre, which claimed the lives of many innocent civillians. We view these events with uttermost concern and urge the international community to take action, as the Republic of Korean government does towards this criminal state. Vitaly Churkin Permanent Representative of Russia to the United Nations Given the increasing tensions we have begun the evacuation of our citizens and non essential personnel from South Korea and Japan. We believe the most sensible course is for multilateral negotiations to begin between Japan, South Korea and North Korea to alleviate the tensions that are rising in the region right now. |

It is commonly known that the Government in Beijing is most capable of ensuring that the regime in Pyongyang stands down. When the regime in Pyongyang has returned to its senses, we suggest that Six Party Discussion commence aimed at (i) returning to status quo and (ii) proceed on more longstanding commitments between the nations evolved. |

Vitaly Churkin Permanent Representative of Russia to the United Nations With respect it is not North Korea that needs to return to the six party talks. North Korea never left! The United States should be exerting pressure on their allies in South Korea and Japan to encourage them to return to the talks and stop trying to derail them with provocative actions such as placing embargos over tunnels that they knew existed for years but chose to do nothing until now over. The Six Party talks were proceeding quickly to an agreement on the nuclear program of North Korea until they were derailed by South Korea. |

![]() Permanent Representative of Israel to the United Nations Mr. Secretary General, While the Russian delegate remains to promote hostility regardless of the situation that is surfacing on Korean Peninsula, we hope that Chinese delegation understands the fact that the Six Party Discussions are the most viable platform for diplomatic exchange on matter regarding the the Korean Peninsula beyond its original agenda. Vitaly Churkin Permanent Representative of Russia to the United Nations This is not about hostile rhetoric or making baseless accusations as Israel seems to enjoy doing towards Russia in numerous debates. This is about doing the right thing and the right thing in this situation is for South Korea to return to the talks and for Japan to return to the talks. North Korea never left the Six Party talks, they never left! It was South Korea that left and it is South Korea that must return to these talks. Perhaps Israel should start cleaning up its own record on bilateral talks before commenting here, I believe the State of Palestine has been waiting for talks with Israel for some time now. So before Israel comments on other nations participating in talks they should consider that they are the largest impediment to peace in the Palestinian peace process to date. |

We stand firmly behind the Six Party Talks as the only platform through which the denuclearisation of the Korean peninsula can take place. |

In regards to whomever "walked" away let us not forget the North Korean terrorist attack on the Republic of Korea in the equation and the general hostility that we have seen lately. That said, I find it most important that nations returns to the table. |

Vitaly Churkin Permanent Representative of Russia to the United Nations With respect to the Israeli delegate the TV Tower attacks has already been addressed and resolved months ago. We hold to what we have stated here today and to the intelligence report we have provided. Our intelligence, which is still available for verification by any nation here, was explicitly clear that these tunnels were known to exist for years by South Korea and that only recently they were destroyed as a way of earning cheap points with their people domestically. The international community is in effect being held hostage by the whims of the South Korean government. We urge them to return to the talks immediately. |

DiCarlo United States Ambassador to the United Nations If it was the case that Democratic People's Republic of Korea was negotiating in good faith then we would put pressure on the Republic of Korea to return to the six party talks, however we have it on good authority that the Democratic People's Republic of Korea had no intention of going forward with the deal that we had reached in the Six party talks. Also considering the fact that North Korea dug tunnels illegally, in violation of the existing armistice, violating the Republic of Korea's territory in the process, and launched a terrorist attack the Republic of Korea that killed more then 150 civilians all within the span of a year!!!! I should say that we are not at all disappointed in the Republic of Korea's decision to break off talks with North Korea. In fact North Korea should be thankful that we have been so benevolent as in the past wars have been started over far lesser offenses than the senseless murder of more then 150 civilians!
