Our National Intelligence Service reported the discovery of North Korean dug tunnels along the Demilitarized Zone which was found right in the middle of the nuclear disarmament negotiations. Tunnels that not only fit smaller units of infantry, but is also capable of bringing vehicles into the country undetected. It is as clear as it is evident based on this clear violation of our territory and security in the middle of the peace talks that North Korea does not seek peace. They only seek to deceit and violate our trust for their own gains. A world of peaceful understanding is not on Pyonyangs agenda, instead it is eternal conflict which they have proven to us time and time again by artilery barrages through history. We shall neither forget the TV-Tower massacre, which claimed the lives of many innocent civillians. We view these events with uttermost concern and urge the international community to take action, as the Republic of Korean government does towards this criminal state. Oh Joon Republic of Koreas permanent ambassador to the United Nations ![]() Regardless of whatever the FSB claims, these tunnels haven't been found untill very recently in the diplomatic talks. We are concerned that the Russian Federation keeps spreading false information to the international community. We find it a very dangerous act in a very tense situation. However this is not unlike the Russian Federation. Once upon a time it was claimed that they had no troops in Crimea... Nor is there supposedly any troops in Eastern Ukraine. Vitaly Churkin Permanent Representative of Russia to the United Nations Then if this was truly the case why did the United States and South Korea wait until the talks were nearing completion to bring this matter forwards and to make a big deal out of it? It appears that the United States and South Korea were complicit in a desire to intentionally derail the talks for the advancement of their own personal agenda. |

Rosemary A. DiCarlo United States Ambassador to the United Nations Mr Churkin, I would giggle if your arguments wern't so weak and full of flaws. The fact remains that we just passed a resolution demanding that North Korea cease its offensive actions that endanger the current security situation on the Korean peninsula, and a few months after the passing of the resolution on North Korea we discovered a large number of tunnels that could only exist for one purpose. A assault on the Republic of Korea by the North. These tunnels are in violation of both the Korean armistice and the recent UN resolution which called on North Korea to refrain from any further provocations regardless of if you wish to acknowledge that they were built by North Korea or not, and regardless of the "age" of the tunnels their mere existence still represent a serious provocation by North Korea. |

Vitaly Churkin Permanent Representative of Russia to the United Nations You may giggle all you like, the correction that must be made is that South Korea has known about these tunnels for years. Their timing is what we question. If it was such a concern as you make it out to be then why wasn't it brought up as a concern years ago when South Korea first found out about them? |

DiCarlo United States Ambassador to the United Nations Your original argument was that these tunnels were "old," and now apparently the Republic of Korea knew about them "long" before they brought the matter to the international community. I personally find the notion that the Republic of Korea would willingly leave open potential invasion routes to be ludicrous considering the fact that every other North Korean invasion tunnel that has been discovered has been sealed almost as soon as it was discovered. |

We stand by it and by the men and women who compiled the report. At this time we will veto any new sanctions on the DPRK until such a time that South Korea returns to the negotiating table that they left. |
