- Major European and major American energy firms will handle the shipment of Oil and Natural gas, and will also operate the import / export terminals required. - The United States will approve three additional lng export terminals on the Atlantic and American firms will assist the European Union in the construction of two or three lng import terminals - Prices for both Oil and LNG exports will be set at market rates - Contracts will be available for 5 year or ten year lng exports, at market rates. - US companies can provide technical assistance to European oil and gas firms in developing European Shale deposits, and joint ventures will be encouraged. The above s the proposal of United States to our republic concerning EU-US energy ties. We highly encourage swift amendment and passage of this agreement however our delegates may wish. The faster we can axe our russian dependence and the last vestiges of European energy binds, the quicker we can economically recover and battle for democracy and sovereignty on the international stage. |

France support the agreement except for one point: - American firms will assist the European Union in the construction of two or three lng import terminals The EU has the know-how to build such import terminal, as shown by Total, RD Shell, BP or the BG group such to name a few. Such terminals should be built by EU companies. We agree on the rest. |

We will propose the modification to the US, but first would like to say that we think we can leverage this clause for joint investment so it may be beneficial, permitting US companies to bring in capital into European markets. |

We agree that we should aim for flexibility but think the options can't go both ways, being mutually exclusive. We hope that the EU will agree to keeping the clause in there so that later, we may submit a joint directive having our companies, governments, and their companies jointly invest in three LNG terminals using money from American firms. This would be of great benefit both to the European and American economies. |

The United Kingdom feels that this could be done under the auspice of a broader trade agreement between the European Union and the United States, but, due to the opposition to such an agreement, we will support this step. The UK votes AYE. |
