Comprehensive Economic and Trade Agreement; EU-Canada

We've received the following offer from Canada and discussed the meaning until we've hammered out any ambiguity. I think this agreement is a blessing to the EU in this time of rising tensions with our main gas provider, and encourage all to read, make amendments, and voice opinions so we can accept it or make a counterproposal.

  • The ending of customs duties, which will save EU exporters around €470 million annually
  • Letting EU businesses bid for Canadian public contracts; includes the roughly $15-19 billion in federal contracts annually and $120 billion in municipal contracts annually
  • Stepping-up regulatory cooperation; both sides would strengthen links between their relevant standard setting bodies; would amount to GDP gains of up to €2.9 billion a year for the EU
  • Protecting European innovations & traditional products; would protect numerous European agricultural products from a specific geographical origin when sold on the Canadian market
  • Streamlining trade in services; would create access to key sectors such as financial services, telecommunications, energy and maritime transport for European companies; would generate roughly €5.8 billion annually n output gains for the EU
  • Promoting and protecting investment; Canada is committed non-discrimination between domestic and foreign investors; would fully preserve the right of governments to regulate, implement public policy objectives and avoid any abuse of these rules
  • Protecting democracy, consumers and environment; will replace 8 existing bilateral investment agreements between individual EU Member States and Canada; Eu allowed to introduce further guarantee's to prevent any abuse of the investment protection rules and investor-state dispute settlement systems; investor-to-state arbitration system based of clear rules, including a code of conduct, government control over arbitrators and full transparency of proceedings; investors will not be able to successfully challenge genuine state regulatory action
  • CETA will not affect food-related or environmental regulations in the EU. Canadian products can only be imported and sold in the EU if they fully respect the relevant European regulations - without any exemption
  • The setting up of effective mechanism's for Canadian and European civil society representatives for implementing and monitoring of the agreement and include a dedicated arbitration mechanism, including government consultations and a panel of experts


  • Regarding petroleum duties, they write:

    It is our intention to ship natural gas to the EU duty free. We await the approval of the agreement by the EU.
