Turkish Military Posture; Regarding N.Syria, counter-IS opts, the defensive corridor

Esteemed allies and international partners, I take great pleasure in returning to this body and briefing you on Turkey's on going efforts to rectify the tragically, ill-advised steps previously taken by the Republic against Daesh in Northern Syria. As for the record; the Republic of Turkey, and her formal representatives, shall refer to the cult plaguing our region as Daesh, denying them the distinction of 'Islamic' in any sense or principle. Friends, the Turkish Republic's fully withdrawal of military assets from Northern Syria has been completed, as promised to each member-state of the NATO community. This national, and international, embarrassment has been a significant disservice to the security of Turkey as well as NATO's on going operations against Daesh in Syria. On behalf of the General Staff of the Turkish Armed Forces, and the Turkish people whom have paid a great deal for these mistakes, to the people of all other NATO member-nations; please accept our deepest apologies.

Turkey has fully evacuated our military assets from Northern Syria, and has moved to re-secure our border with that country. The General Staff of the Turkish Armed Forces has ruled out further offensive incursions into Northern Syria; Turkey shall not practice intervention again, unless our sovereignty is directly threatened by Daesh. When Turkish security interests are threatened by Daesh forces, Turkey will react swiftly and decisively to neutralize that threat. In concert with the decision of our military leadership to refocus on defending the Turkish homeland, the Turkish military has moved to secure the southern boarder and establish a defensive corridor separating Turkish sovereignty and territory susceptible to infiltration by enemy forces. Also of relevance to these defensive measures taken, Turkey has begun to stem civilian traffic through the corridor in order to prevent the smuggling of weapons and fighters across our borders. Civilians, and refugees in particular, are welcome to enter this corridor in seeking asylum. Turkish policy is to find asylum-seekers, bring them into state custody and provide them will protection and asylum when it has been determined that those seeking asylum are genuine, holding no ill motivation. These are the steps Turkey has taken, thus far, in the interest of persevering homeland security and the integrity of our republic's border.

In conclusion, Turkey has begun to implement a defensive strategy opposing Daesh and prioritizing homeland security in the face of new, potentially direct, threats to the republic. Turkey has rectified it's policies in respect to Daesh and Northern Syria; and Turkey is prepared to proceed, once more, as a contributing member of the international community and a vital NATO partner.

The Government of Canada is happy to see Turkey withdrawing its military forces from their offensive positions in Syria, and we accept Turkey's apology on behalf of the people of Canada.

While we believe that Turkey's intentions in relation to taking refugee's from Syria into protective custody are good, we believe that Turkey may want to revise the current program, as news agencies and humanitarian organizations are reporting that the refugees are being "treated as criminals and possible terrorists."

Instead, we believe that Turkey should set up refugee processing centers along their border that are manned jointly by Turkish and UN officials in order to process the refugee's without seeming overtly hostile and/or suspicious towards them. Nonetheless, we do believe that Turkey has every reason to exercise its right of self-defense.

The situation on the ground remains very complicated in nature, and the humanitarian situation has deteriorated significantly as a result. Turkey has no interest in discouraging those who have been displaced from seeking asylum inside our borders, however certain threats must be considered. Daesh, and Al Nustra forces hold territory in Northern Syria less than 800. km from a major Turkish city, Kilis, and the Turkish Armed Forces can not afford to proceed without taking the threats implied by this into account.

That being said; the General Staff welcomes UN collaboration in streamlining the processes that refugees endure in seeking asylum, and making the traumatic experiences they go through marginally less strenuous. Turkey understand that putting sufficient resources in place to properly accommodate the refugee crisis is our next pressing responsibility and steps to that end are being taken as we speak.

The General Staff of the Turkish Armed Forces thanks the people of Canada, Germany and their respective representatives for their overall grace and appreciation of the Turkish position.

The United States is supportive of the recent actions of the Turkish government, and will do everything in our power to ensure that ample assistance is provided to handle the humanitarian situation as well as limit the opportunities of the Islamic State for expansion into new territories in the Middle East. Towards that end we are working towards building support for a Uniting for Peace resolution that will aim to have the General Assembly approve the deployment of peacekeepers in the portion of Northern Syria that has been vacated by the forces of the Turkish army while limiting assistance to the Assad regime wherever possible.

On a final note if you could also please provide a estimate as to the amounts that are needed on a year-by year basis to cover humanitarian aid for refugees displaced by the ongoing violence in Syria and Iraq I'm sure that members of NATO would be willing and able to contribute.

Turkey thanks the United States for it's ongoing support.

According to independent reports, Turkey has taken in approximately 2 million Syrian refugees displaced by the on-going conflict in Northern Syria. Currently, our accommodations have been rudimentary and this crisis threatens to overwhelm our resources. Currently refugees are being held in government protect in, basically, every government facility we can fit them in. Things are in-ideal, and have the potential to get worse.

At this point; Turkey is appealing to NATO partners to make a year-to-year commitment of at least $60M annually for 10 years, to provide the funds needed to provide refugees with medical care, and other vital services. Turkey is also appealing for international partners to send specialists to help establish refugee processing centers in provinces along border. Turkey has amassed security forces along the Turkish-Syrian border outside the extent of our defensive corridor to discourage acts of terrorism by militants over the border fighting in Northern Syria. Turkey will not ask for partners to commit ground troops in the interest of Turkish border security, but nor would we reject offers of assistance in securing that area of concern.

French republic

The war against terror in Syria is a fierce one. The new positioning of Turkey is very helpful in achieving our common goal of fighting terrorism.

France would like to enquire about NATO's full commitement in fighting IS, and asks for the Alliance to relaunch and intensify air strikes on IS position. In addition, we would like to enquire regarding Turkey's willingness to allow NATO to use some of its air & military bases to carry on operations against against IS, showing the alliance's commitment in the fight against terror.

Turkey thanks the Republic of France and the Federal Republic of Germany for their support.

Let it be known; as an active member of this alliance, Turkey welcomes all partners to utilize Turkish logistics and resources to carry out counter-Daesh operations. That includes military bases, and airfields. In fact, the Turkish Air Force is currently considering committing assets to airstrikes on militant positions, with NATO support.
