Russian State visit to the United Kingdom

Her Majesty's Government welcomes the Prime Minister of the Russian Federation, Dimitri Medvedev, and his delegation to London, and a Russian state visit to the United Kingdom.

The program includes a state dinner hosted by the Prince-Regent, Prince William, Duke of Cambridge, meetings with various leaders of industry and talks on mainly environmental questions.

I would like to thank the British Government in hosting these talks and I thank the Prince Regent for his graciousness in hosting this state visit. The Kingdom of England and Tsardom of Russia established relations in 1553 when English navigator Richard Chancellor arrived in Arkhangelsk – at which time Mary I ruled England and Ivan the Terrible ruled Russia. He returned to England and was sent back to Russia in 1555, the same year the Muscovy Company was established. The Muscovy Company held a monopoly over trade between England and Russia until 1698. In 1697–1698 during the Grand Embassy of Peter I the Russian tsar visited England for three months. He improved relations and learned the best new technology especially regarding ships and navigation.

The Russians and British were allies against Napoleon, and enemies in the Crimean War of the 1850s, and rivals in the Great Game for control of central Asia in the late 19th century. They were allies again in the world wars, although relations were strained by the Russian Revolution of 1917. They were at sword's point during the Cold War (1947-1991). Russian big businesses had strong connections with the City of London and British corporations during the late 1990s and 2000s. Our historic relationship can only grow as evidenced through the past and despite our differences we have grown stronger than ever with the optimism of our people and the desire to create a better world than the one we inherited at birth.

That desire to create a better world is what has drawn us here today and we propose that these talks focus on the improvements we can both make.

-Climate Change cooperation and partnerships between the United Kingdom and Russian Federation

-Improving Russian Water Quality

-Joint Student Exchanges & Educational partnerships

-Opening of direct airline & aviation routes between the Russian Federation and the United Kingdom

-Small Business partnerships and visa program between United Kingdom and Russian Federation

We are confident that we can build a better tomorrow through the cooperation of today. We again thank you for hosting these talks and we thank you for the warm welcome here.

Prime Minister Medvedev, now that the initial formalities has been handled, and you have talked about our agenda for this visit, I would like to first take this opportunity to welcome you to the United Kingdom, and offer our most sincere desire to work together in a constructive fashion.

We see these talks, and the points that you have presented, as consisting of two main areas, namely environmental improvements, and an increase in exchange and cooperation with regards to students and small businesses. You are also opening up for discussion regarding airline access between our two nations.

Let me first start with the easy ones, so to speak. The United Kingdom will not change its visa policies with regard to Russia and/or Russian citizens, nor are at this moment willing to increase or embark on, any educational or business partnerships. With regards to flights between our two nations, we find that there at this moment already exists a number of direct daily flights between London and Moscow, as well as between London and St Petersburg. This makes us unwilling to discuss opening up additional flights at this time.

On the matter of climate change cooperation and the improvement of Russian water quality, there we see more grounds for cooperation. The United Kingdom is willing to aid with expertise and technological know-how on water treatment and on how to reduce green house gas emissions. We also would like to discuss the waste disposal issue that comes from Russia with regards to untreated waste being pumped into the Baltic Sea, aiding in the destruction of that body of water.
