| Betterment of Life Loan; A Loan Request to Better the Lives of Millions | |

Joaquim Levy Minister of Finance Members of the International Monetary Fund, As of now Brazil is facing major concerns over it's poverty levels. Currently an estimated 20% of people in Brazil live off of $4 dollars or less a day many will starve to death or will be forced to resort to drinking contaminated water to live another day, and we want to change this but we need help. As off right now Brazil has plans to invest US$45 billion into new infrastructure programs that will help provide new jobs and grow the Brazilian economy. So we come before you in request for the following.
We ask that the members of the IMF consider the millions of lives at risk right now because of these issues and the lack of funding to address them. The Brazilian government is committed to improving the lives of millions within Brazil. We thank you for your consideration, and I stand by to answer any questions to the best of my abilities. |

Anton Siluanov Minister of Finance for the Russian Federation The Russian Federation agrees fully that the level of poverty within the country of Brasil must be tackled head on and the Russian Federation stands ready and willing to partner with Brasil on these projects at varying levels however we are concerned with the recent acquisition request you put forward through your ministry of defence and how that interfaces with your domestic needs.
AWACS planes alone will cost well into the hundreds of millions if not outright billions to manufacture and ship to Brasil not to mention the expenditure for the helicopters that will cost substantially as well. Could Brasil explain how it justifies the desire to modernize or expand its current military assets while requesting funding from the World Bank for these noteworthy projects? |

Joaquim Levy Minister of Finance Brazil's military badly needs major new purchases to allow it to continue operational status and any nation can agree that ever nation has the right to have a working operating military. Brazil is using it's procurement budget to pay for military program which will bring more jobs to Brazil and in turn help lift many out of poverty. Brazil is in no way taking funds that would have been used for domestic issues and placing them into the hands of the military. |

Anton Siluanov Minister of Finance for the Russian Federation The Russian Federation thanks you for your explanation and sees nothing further of concern in this matter, we fully support and would like to work with Brazil specifically on law enforcement training. Perhaps if the Russian Federation were to help you train your law enforcement in fighting violent crime specifically in tactics we learned in Chechnya and other areas we could offset your overall expense in that area. Moreover our experience in agriculture and farming techniques throughout Siberia could be used to set up joint programs of knowledge exchange between our two countries that could offset those costs within that area. Those offsets leave you with approximately 30 billion that can be easily taken on by other countries or issued to you in the form of a general loan. If the loan is approved does Brazil have any objection to open transparency in regards to expenditures of the loan such as reporting those expenditures on a monthly or quarterly basis? |

Joaquim Levy Minister of Finance How is knowledge going to help the lack of farm land? We need cash to build new farms, not people telling us how to build new farms. And how is knowledge on fighting crime going to help when gangs out number the police 2-1? We need money to buy new weapons for police and pay for more police training. |

Anton Siluanov Minister of Finance for the Russian Federation You will find that nearly half the battle in regards to agriculture and law enforcement is knowing the right approach to take. It is not fiscally or financially wise to simply build many many farms if the methods are not profitable. The Russian Federation has extensive agricultural expertise it can bring to bear in the field of agriculture that can maximize productivity and increase profit margins for farmers throughout Brazil. Likewise all the new weapons in the world will not quell rising criminal gangs if you do not know the right tactics to use with those weapons to make your law enforcement the most effective that they can be |

James Kingston Representative to the International Monetary Fund UNITED STATES OF AMERICA We believe that unless if Brazil's interest rates are excessively high that normal deficit spending could easily cover the proposals for the water purification plants, and rail projects without unduly taxing Brazil's national budget. With regards to Brazil's request for $10 Billion to invest in farm land I believe that it would be more prudent and fruitful if Brazil uses the money to adopt the far more efficient agricultural technologies that were introduced by the Green Revolution to increase agricultural output rather than simply clearing lots of land for agricultural purposes. After all deforesting is resulting in Brazilian rain forests being depleted at a alarming rate, and additional money to clear more rain forests for farming could have a unintended negative impact on all life on planet Earth as the Amazon Rainforest produces about 20% of the Earth's oxygen, and accelerated deforestation to clear the way for additional farmland could have terrible consequences for all life elsewhere on this planet. |

Thomas Zielke Representative of Industry and Trade We fully approve of the crime fighting loan as is and the concept of the water purification loan, but the others, even the water purification, could be greatly reduced in cost. The totals from these loans are almost 2% of your GDP, which is a massive 1-year amount. If the Brazilian government could partner with private industries, rail would be easier and farming would follow market law. This organization is committed to following the flow of the market and producing to demand. Currently, it does not see agricultural development as a priority, especially when increasing the efficiency of existing Brazilian and developing world farms would better serve the country, per dollar invested. Developing world farmers, if many move to cities from job incentives and land enclosure, and the rest are loaned modern fertilizer and taught how to use modern methods, can experience a productivity boom. More farms risk endangering the Amazon rainforest and may not be planted on efficient soil, all while bringing down prices on Brazilian farmers and resulting in poverty. We believe that for an annual spending of $200 million, plus $2 billion for construction, all of Brazil can be serviced by rudimentary water purification, especially if private water companies are included in the plans. For $1 billion plus cooperation with transportation companies, the entire country can find profitable railways. |
