| Betterment of Life Loan; A Loan Request to Better the Lives of Millions | |

Joaquim Levy Minister of Finance Members of the International Monetary Fund, As of now Brazil is facing major concerns over it's poverty levels. Currently an estimated 20% of people in Brazil live off of $4 dollars or less a day many will starve to death or will be forced to resort to drinking contaminated water to live another day, and we want to change this but we need help. As off right now Brazil has plans to invest US$45 billion into new infrastructure programs that will help provide new jobs and grow the Brazilian economy. So we come before you in request for the following.
We ask that the members of the IMF consider the millions of lives at risk right now because of these issues and the lack of funding to address them. The Brazilian government is committed to improving the lives of millions within Brazil. We thank you for your consideration, and I stand by to answer any questions to the best of my abilities. |

Joaquim Levy Minister of Finance As of today Brazil's interest rate sits at 11.18% this interest rate causes Brazil to pay $198,429,690,244.11 USD a year, how we are suppose to grow as a nation and not go bankrupt is a question I now have for you. Brazil just invested US$36.5 billion into a major new rail program but even that isn't even close to enough, Brazil need lower interest rates to allow it to grow into a prosperous nation. So yes we may be asking for 2% of our GDP but at the same time it would cost a hell of a lot more to pay for it via deficit spending. Edited by Gabe, May 24 2015, 11:35 PM.

Germany is an old friend of Brazil and my government's position is that we would want any and all international money to go to you. But on this commission, our job is explicitly said to leave those ties behind and say who can use the money best. Brazil might be in need, but it is not the only country the IMF services, and if the money can be better used elsewhere, we have to spend it there instead. We don't know the details of any projects that might come up, but we know for a fact excessive spending on infrastructural projects and new agriculture when other programs with private partnerships and reforming old agriculture would be more efficient is not in line with this organization's goals. |

Arun Jaitley Minister of Finance India supports in general the Brazilian application but like our collegues from Russia and the United States of America has some reservations concerning the very large announced purchase of Arms and planned deforestation. We fully agree with the Brazilian government on the need of connecting all parts of the country and the need to fight organized crime as well as the right for clean water to all inhabitants. However we hope that the Brazilian Government will consider its arms purchases to look over what is immediately necessary and free funds for the projects in the application and also to consider if the clearing of forrests are the best way to gain new agricultural land as rainforrest soil with few exceptions where Terra Preta is present is very poor in nutrients and will be exhausted witin a few years creating a need for more clearings. |

UK Representative The United Kingdom is concerned that Brazil, which considers itself one of the growing powers in the world, with aspirations on joining the United Nations Security Council, expresses an need to borrow $45 billions from the IMF. $45 billions is a very large sum of money, specially when compared to the fact that the Brazilian Special Drawing Rights at the moment is at around $2.9 billions. What is more concerning is that we are not even convinced that this is the right venue for such a loan, as the IMF mainly lends funds to nations that has severe financial issues, and need them to be able to function, not for investments. |

ooc: The imf exists to assist in maintaining market stability. These kinds of investment requests would be better suited for the world bank. in my opinion the Imf should be used for things like refinancing high interest rates for national debt |
