Chuka Umunna Secretary of State for Energy I would like to raise the consideration of discussing the establishment of large-scale solar-power in Morocco for delivery of electricity to the European Union. The reason behind this proposal is that it is cheaper and easier to transport electricity than it is to transport natural gas, coal or oil. Morocco is ideally suited for solar electric production, as they have between 3,000-3,500 hours of sun annually. We do believe that Morocco would agree to the deal, as it would mean big EU investments into their nation and economy. Approx. investment for modern solar power is 2.2 billion USD for around 1 TWh of electricity (http://en.wikipedia.org/wiki/Ivanpah_Solar_Power_Facility) |

That sounds like a good plan. We could do part public spending, part public guarantee on loans for private companies, and part all private spending. |

France supports the programme. We believe making those specific investment 15% tax deductible, the tax deduction being funded by public spending. This could lead to establishing a cap on the full amount that can be deducted. An amount could be 20bn deductible. |
