DPRK's Response to the IAEA

Esteemed delegates, distinguished guests;

I have been asked to speak before the General Assembly today to provide the international community with the response from the Democratic Peoples Republic of Korea in regards to the request by the IAEA that they investigate a factory site under construction near Taechon; which initial and irresponsible reports by media and the IAEA who have not yet seen the site have labeled as a new nuclear research site. As all of you, we are sure, are aware the Kaesong Nuclear Research Facility was shut down a few years ago following an agreement with the South. However the South failed to follow through with its side of the agreement.

Despite this failure, once again outlining the unwillingness of the South to come to any true negotiations agreements, is disappointing and should be an outrage to the international community; we have continued to maintain the status of Kaesong as being shut down and the IAEA confirmed its full dismantlement some time ago with assistance from our Fraternal Socialist Brothers in the Peoples Republic of China. Now, however, it seems the West is once again attempting to single us out even with the current sanctions.

As a result, after consultation with the Workers Party of Korea, I have been ordered to state that the DPRK stands prepared to once again host a delegation from the IAEA in our country and to allow them to inspect the factory site at Taechon. We find it continually ridiculous that they make assumptions based on photographs. Due to the civilian nature of the facility they will be guided through by officials of the Central Planning Committee as well as our Industrial Ministry; who will allow them to tour the facility and see.

However I would like to make perfectly clear that due to the tensions with the South, we cannot guarantee the safety of these officials should war break out, and they will be asked to sign waivers should the South or Japan launches an illegal, immoral, and simply absurd attack against our country. You must understand the significance of this crisis; as tensions are at a level that they have not been in years and we must ensure the IAEA knows the risks. If they accept those risks we will be happy to host them next month first in Pyongyang and then in Taechon where they will be put up in the hotels and able to meet with officials and tour the factory complex.

We suppose the lack of international response to this offer is a sign that the IAEA acted in haste, due to Imperial Western influence. It is obvious that the IAEA had no longer taken an interest in this facility.

Mr Nam,
Naturally inspections must be conducted of these facilities identified as possible undocumented nuclear sites by the IAEA, I should also point out that North Korea has a long history of attempting to hide illegal nuclear weapons work from the IAEA. I do find it worry some however that you can not assure the security of the officials, especially when the current tensions are very much the result of your government's own actions on the Korean Peninsula.

We ask that the United States of America refer to us in our official title: the Democratic Peoples Republic of Korea; as is custom in these chambers. As for your statement: considering we have already approved IAEA inspections, your statement of us hiding anything makes little sense at all. In addition the tensions on the peninsula have nothing to do with our actions. You are well aware, as is your President, that these are caused by South Korea and Japan and that the DPRK has been the country to continually call for negotiations while the other two continually have walked out. Have sense, no one is buying your lies. We cannot assure the security of these individuals because we do not know what Japan or the South will attempt to do.

In the interests of ensuring that an inspection proceeds and that the concerns of the international community are cast aside, my own government would like to suggest that it send inspectors to this site accompanying a group from the IAEA that is approved by the DPRK.

We can assure this body that Seoul has no attention of "harming" any of the IAEA inspectors inside of North Korea. We regret that it is necessary for us to say so to assuage the fears of Pyongyang.

We feel as if we must remind Ambassador Oh that tensions on the Korean Peninsula are the highest they have been since the armistice was originally signed. These tensions were caused by allegations made by Seoul and various decisions made by your government to walk out of nuclear talks, peace talks, and general talks aimed at lowering the tensions. Thus we remain highly concerned that the South will continue to threaten the people of the DPRK and that it remains a thread to regional and Korean security through said actions.

While Pyongyang may be entitled to their opinion, as nations and free people are, they are mistaken. We have no intention to inflame the situation, or "threaten" the people of the DPRK.

While we have no qualms about inspectors from China visiting those sites as long as their reports and statements match accounts of the multi-national and non-aligned nationals from the IAEA.
