![]() Ja Song Nam Permanent Ambassador to the United Nations Democratic Peoples Republic of Korea Esteemed delegates, distinguished guests; I have been asked to speak before the General Assembly today to provide the international community with the response from the Democratic Peoples Republic of Korea in regards to the request by the IAEA that they investigate a factory site under construction near Taechon; which initial and irresponsible reports by media and the IAEA who have not yet seen the site have labeled as a new nuclear research site. As all of you, we are sure, are aware the Kaesong Nuclear Research Facility was shut down a few years ago following an agreement with the South. However the South failed to follow through with its side of the agreement. Despite this failure, once again outlining the unwillingness of the South to come to any true negotiations agreements, is disappointing and should be an outrage to the international community; we have continued to maintain the status of Kaesong as being shut down and the IAEA confirmed its full dismantlement some time ago with assistance from our Fraternal Socialist Brothers in the Peoples Republic of China. Now, however, it seems the West is once again attempting to single us out even with the current sanctions. As a result, after consultation with the Workers Party of Korea, I have been ordered to state that the DPRK stands prepared to once again host a delegation from the IAEA in our country and to allow them to inspect the factory site at Taechon. We find it continually ridiculous that they make assumptions based on photographs. Due to the civilian nature of the facility they will be guided through by officials of the Central Planning Committee as well as our Industrial Ministry; who will allow them to tour the facility and see. However I would like to make perfectly clear that due to the tensions with the South, we cannot guarantee the safety of these officials should war break out, and they will be asked to sign waivers should the South or Japan launches an illegal, immoral, and simply absurd attack against our country. You must understand the significance of this crisis; as tensions are at a level that they have not been in years and we must ensure the IAEA knows the risks. If they accept those risks we will be happy to host them next month first in Pyongyang and then in Taechon where they will be put up in the hotels and able to meet with officials and tour the factory complex. |

Considering this has been on the table and offered for some time now with barely any reasons, its clear these fabricated claims are nothing but Southern and American attempts to continue to attack our country. We reiterate our willingness to allow an IAEA team, without any Southern or American or Japanese elements, to inspect the specific facility they are concerned about. |

Ambassador Oh Joon Permanent Mission of the Republic of Korea to the United Nations To think that Pyongyang can claim that we, or America, are aggressors in any way and expect the delegates here to believe any utterance of such statements is wildly absurd. Beyond the numerous actions of terrorism conducted by North Korea, and open facts of warfare from the attack on Yp-Do to the sinking of the Cheonan, their has most recently been the outright slaughter of hundreds of innocent lives in Seoul by thugs from the Kim regime. We accept the fact that the reclusive government in Pyongyang won't accept observers from aforementioned nations, we stipulate that any report made by the Chinese members of the delegation must be mirrored statements independently form the IAEA or we simply cannot acknowledge them as rightfully reflective of the facts. |

The Korean Peoples Army did not leave normal alert status. - It was the South, not the DPRK, that walked out of every negotiation aimed at lowering these tensions. The DPRK attempted multiple times and was disappointing each time with the walk out of the South and in many cases Japan. - It was the South and Japan that made thinly veiled threats of wishing to invade the DPRK, and our forces remained on standard alert despite those threats. - It was the South, not the DPRK, that failed and has continued to fail to provide funding for the removal and destruction of nuclear materials from Yongbyon. In addition your government has failed to provide us with final numbers to provide reparations to the families of the regrettable Tower incident; in which we have stated that citizens, not the government, conducted and which we are willing to assist in paying reparations to the families. So please, Mister Oh, do not try to spin these lies. |

The Democratic People's Republic of Korea is using current events, in particular the tensions generated by its own actions on the Korean Peninsula as a excuse to keep a illegal nuclear weapons program going and then its representatives have the audacity to blame the Republic of Korea for Kim's own actions. The fact remains that North Korea hasn't been the most responsible member of the international community, with certain members of Kim's party running a multi billion dollar illegal narcotics industry, as well as exporting weapons especially rocket and nuclear technology illegally to other member states in violation of international agreements, tearing up the armistice, and conducting unprovoked strikes by Democratic People's Republic of Korea forces against civilians and military targets alike in the Republic of Korea. Mr Nam, if Kim actually made a effort to normalize relations with the Republic of Korea, and rejoin the international community as a responsible member then yes your situation may be understandable and reasonable. However this hasn't happened and thus your arguments just sound to my government like Kim attempting to shift blame for his actions that have had the unfortunate result of raising tensions on the Korean Peninsula onto anyone else but yourself. |

Ambassador Oh Joon Permanent Mission of the Republic of Korea to the United Nations If North Korea refuses to participate in talks over the slew of criminal and hostile issues coming forth from Pyongyang, Seoul is willing to hold talks with China, Russia, Japan, and the United States without North Korea to better resolve the issue if they remain combative and continue their acts of aggression and terrorism. |

Wang Yi | 王毅 Minister of Foreign Affairs Ambassador Oh, talks that don't involve the DPRK are pointless. Your two governments need to sit together and discuss issues bilaterally, and potentially with one neutral and uninvolved party. The Six Party Talks failed, and have failed repeatedly, it would be insanity to expect different results by repeatedly attempting the same course of action. If your government cannot sit with the DPRK, or if the DPRK is not prepared to sit with your government, then nothing will ever move forward. |
