![]() Ja Song Nam Permanent Ambassador to the United Nations Democratic Peoples Republic of Korea Esteemed delegates, distinguished guests; I have been asked to speak before the General Assembly today to provide the international community with the response from the Democratic Peoples Republic of Korea in regards to the request by the IAEA that they investigate a factory site under construction near Taechon; which initial and irresponsible reports by media and the IAEA who have not yet seen the site have labeled as a new nuclear research site. As all of you, we are sure, are aware the Kaesong Nuclear Research Facility was shut down a few years ago following an agreement with the South. However the South failed to follow through with its side of the agreement. Despite this failure, once again outlining the unwillingness of the South to come to any true negotiations agreements, is disappointing and should be an outrage to the international community; we have continued to maintain the status of Kaesong as being shut down and the IAEA confirmed its full dismantlement some time ago with assistance from our Fraternal Socialist Brothers in the Peoples Republic of China. Now, however, it seems the West is once again attempting to single us out even with the current sanctions. As a result, after consultation with the Workers Party of Korea, I have been ordered to state that the DPRK stands prepared to once again host a delegation from the IAEA in our country and to allow them to inspect the factory site at Taechon. We find it continually ridiculous that they make assumptions based on photographs. Due to the civilian nature of the facility they will be guided through by officials of the Central Planning Committee as well as our Industrial Ministry; who will allow them to tour the facility and see. However I would like to make perfectly clear that due to the tensions with the South, we cannot guarantee the safety of these officials should war break out, and they will be asked to sign waivers should the South or Japan launches an illegal, immoral, and simply absurd attack against our country. You must understand the significance of this crisis; as tensions are at a level that they have not been in years and we must ensure the IAEA knows the risks. If they accept those risks we will be happy to host them next month first in Pyongyang and then in Taechon where they will be put up in the hotels and able to meet with officials and tour the factory complex. |

However we have also made clear that we are tired of negotiations in which the SOUTH continually walks out. We have also made clear that because of that, we will let the South approach us for talks. We feel no need to approach the South as we are happy to let them dig their own graves through their actions, lies, and failure to be a reliable negotiator: all things you accuse us of but your government is in fact responsible for. I would also like to state that the materials from the Yongbyon Facility, which the South had agreed to pay for removal and destruction of, remain in the DPRK because the South fails to provide such funding as per the agreement made. We now consider that agreement null and void and will look either to others to fund the removal; or to private parties. As for the IAEA, we are close to revoking this offer unless there is some movement towards forming a real team. |

Ambassador Oh Joon Permanent Mission of the Republic of Korea to the United Nations There is not enough oversight of the facility at Yongbyon currently. We would be willing to continue the dismantling of the facility if ROK engineers are allowed to lead the project and the presence of IAEA at the site. For a long term solution and talks, Seoul seeks the acknowledgement of the Pyongyang hand behind the attack on the Seoul Tower as well as offer condolences over the matter. |

The IAEA continues to have full access to the Yongbyon site and has made very clear the sites status. If the Southern Criminal Syndicate cant accept that, thats its problem. There will not be a single Southern citizen on our soil for any reason! We are sick and tired of endless demands. As for the Seoul Tower Incident, we have made clear before that the incident was the cause of a rogue element, and we will not be stating that the attack was the work of our government because it was not. Those involved in that incident have been dealt with in the harshest possible manner. We do express our condolences to the families of those killed, those injured, and any others affected by the incident. We express our commitment to the Korean people as a whole that our issue is not with the people of Korea, but with the occupation of the peninsula. Any rogue elements who launch such attacks do not act on behalf of the Workers Party of Korea, but instead work as lone terrorists who will be treated as such. |

Signs of intimidation or restriction of access by North Korea in regards to the operation or IAEA access will result in the suspension of the program. |
