Indo-Georgian Cooperation Agreement of 2018 Preamble This agreement is signed as a result of intense discussion and cooperation between the Republic of India and Georgia. The Republic of India and Georgia, therefore, agree to the following articles as binding. Article 1: Khudoni Hydro Power Plant The Indian government and Transelectrica ltd. agree to begin construction on the 702 MW Khudoni project situated on the Enguri River in Georgia's Zemo Svaneti Region. The Indian government and investors led by Transelectrica ltd. agree to put up the $776 million construction cost for the Khudoni project. Resettlement will be handled and paid for by the Georgian government adhering to World Bank policies and standards. Upon completion, it will be the second largest hydro power plant in Georgia. The Khudoni project is expected to come online and begin producing power by 2022. Article 2: Khudoni Environmental and Heritage Fund The Georgian and Indian government both agree to put forward $2.5 million each for a joint $5 million fund that will be used to preserve the biodiversity and cultural heritage of the area. The areas around the Khudoni project will be turned into the Khudoni National Park that will highlight the environmental beauty of the Zemo Svaneti Region and the cultural heritage of the Svan people. Svan people will be given first priority for jobs associated with the Khudoni project's construction as well as to the Khudoni Environmental and Heritage Fund and its corresponding national park. Article 3: Investment into Poti Free Industrial Zone The Indian government along with Tata Motors, Mahindra & Mahindra and Ashok Leyland agree to open assembly factories in the Poti Free Indusrial Zone for the assembly that will increasingly use domestically produced parts for the production of Tata Cars, Mahindra Tractors and Ashok-Leyland Commercial Vehicles and Buses with an initial investment of $600 million. APPROVED While the project has been approved, the total investment needed for the Khudoni Hydro Power Plant is estimated at around $1.4bn. As too little is being allocated this element has been excluded from the results. Work out this matter and resubmit it as an action to ensure that work will commence on the project.
