Frank-Walter Steinmeier Foreign Minister Germany condemns the attack on European economies by the Russian govnermnet in imposing its new measures which restrict free trade, movements, and the proprieties of European citizens within Russia, with a destabilizing effect on the worldwide economy, bound to create a further collapse in commodity prices from which Russia will be a primary loser in the economic situation. We call for all parties and major economic powers to discuss restructuring vis a vis a resolution to the debt crisis n Ukraine and the recent Eastern European tensions which threaten the balance of currency and trade and will no doubt combine with previous events such as the worldwide rush to militarization to produce high inflation levels and economic catastrophe. We suggest an immediate ratification fo accords giving de facto autonomy to the separatists, unthinkable in the past, but necessary due to the sovereign default of Ukraine, and an aid package spearheaded by the EU and thus-far-languishing IMF to prevent a collapse of the Ukrainian financial system, with a corresponding normalization of Russo-EU relations and joint bond buying packages to signify good will. Sergey Lavrov Minister of Foreign Affairs Russian Federation Mr Soini, Threats against Russia are not conducive to diplomacy to resolve a tense situation. You would do well to review your diplomatic tactics. |

Timo Soini Minister of Foreign Affairs for Finland You are one to talk about diplomacy especially since you forgot diplomacy when you started rolling tanks into Crimea seizing territory that doesn't even belong to you. How long before you start rolling tanks into Lapland and aiming them towards Helsinki? A week? A month? 6 months? |

Sergey Lavrov Minister of Foreign Affairs Russian Federation Mr Soini, In case you have not reviewed the minutes of this meeting before your emotional and unprofessional outburst, you would note that it was Russia who agreed to meet with the EU, US, and Ukraine to find a diplomatic solution. If you reviewed the minutes further you would find that it is not Russia who is holding up this meeting. Right now it appears to be you and your emotional outbursts, screaming that we fix things that we have already agreed to meet to fix. In fact, Russia has spend the last 2 years trying to find a diplomatic solution with Ukraine, but it was Ukraine who refused any diplomatic solution with Russia. Russia is getting tired of facing increased anti Russian hysteria from various sources, after we have performed extensive efforts at finding a diplomatic solution only to be thwarted by a lack of desire for peace from the Kiev government. Our patience with this matter is running thin. What little good will there remains between the EU and Russia is in danger of running out when emotionally charged outbursts are aimed at us for not solving something we have already agreed and have been working to solve. |

Timo Soini Minister of Foreign Affairs for Finland Knock it off already, if you were really working to fix things with Ukraine you would have handed back Crimea by now. This is just empty words from an empty suit who speaks out of two sides of his mouth. Anti Russia hysteria? Forgive me while I go and laugh uproariously. If there is anti Russia hysteria then it is a backlash to the policies of your country ranging from your ridiculous anti gay laws that seek to dictate who a person can love to your invasion of Ukraine to your economic warfare against the European Union. Honestly the Russian Federation is really in no position from which to dictate terms, if anything it is Russia who needs us. The rouble is seriously unstable right now and your economy is beginning to collapse from within because of the sanctions the European Union has placed on you. Now if you aren't willing to cooperate and return Crimea to Ukraine we can tighten the screws and when the people of Russia start gathering in massive crowds outside the Kremlin protesting your policies and Putin sends the tanks to disperse them the world will be watching and will see you for the thug your government really is. |

Frank-Walter Steinmeier Foreign Minister Mr. Lavrov, the major problem of seeking a credible agreement with Ukraine on any terms is the history of these guarantees. In the 1990s, in exchange for handing over nuclear weapons to Russia, the Kremlin guaranteed the sacredness of Ukrainian territory. Today, there can be no going back on the word of predecessor governments to respect international law. The Kremlin originally claimed Yanukovych invited the Russians in, which the ousted Ukrainian president denied, while condemning the annexation of Crimea. There is no continued basis for the occupation of Crimea if Russia expects its agreements to be honored. Russia must understand the refusal of Ukraine to adopt another agreement given the outright betrayal of the last. However, we applaud Russia's call for a temporary ceasefire, which should not be difficult for Kiev to implement given their own condemnation of the failure of the Minsk accords. Far from betraying allies for a permanent agreement, this temporary agreement can save millions of jobs in the hardest hit eastern parts of the EU, and investment cycles in the world economy, while opening up to talks. |

![]() Colin Luther Powell Secretary of State for the United States of America I must concur with my German counterparts statements, as it provides credence for Ukraine's attitude towards the Russian delegation in these chambers. It should be also noted that the Ukrainian response in here has been a result of Russian accusations of attacking the separatists in the Donbass in December 2016, when it was in fact separatists attacking the Ukrainians. That said however, if negotiations can begin with a ceasefire in place and no support being given during the time of negotiations - we can accept this and are open to sitting at a table to discuss the future of this situation. We hope Ukraine can accept these terms to come to the table as well, even though we are aware of their trouble in trusting the Russian governments ability to be trustworthy in their eyes. |

Міністр закордонних справ України | Minister of Foreign Affairs Ukraine has implemented and maintained the temporary ceasefire for many months now. We have kept to our word as we have previously. There is a lack of credibility here, but it does not originate in Kiev. If it is Russia's interest to ensure that all parties of this conflict cease to receive weapons, then we will be looking forward to the Kremlin's endorsement and support for an arms embargo on the Russian Federation. If that is not an option, we see no reason why we should be unfairly penalized because of Russian aggression, which would all too conveniently seek to leave us defenseless in the face of continued Russian invasion and occupation of our sovereign territory. |

OOC/ Finland be realistic mate IG/ We support the inmediate ceasefire and military embargo for both parties to hold during the talks. For both sides we would like the OSCE / OESC to verify that aplicability. Would Ukraine agree to that? It would allow free talks to be held. |

Minister of Foreign Affairs | Ministre des Affaires étrangères The Government of Canada supports the maintaining of the current temporary ceasefire in the eastern regions of Ukraine, with the consequences that immediate arms embargoes be placed on both the Russian Federation and the Republic of Ukraine, as has been suggested by our French and Ukrainian counterparts. We also support our French counterparts call for the OSCE to monitor the ceasefire and the embargoes, if possible. |
