Cold Response Military Exercise

Greetings,

I would like to bring to the attention of this council that the time has come for another Cold Response exercise, a war games and exercises event hosted by Norway, involving Partnership for Peace states as well as NATO member states. This is a key plank of Norweigien and regional military policy, due to growing tensions around the world, especially with Russia, and will help us boost our readiness not only in rapid-response situations but in extremely cold climates.

The Cold Response Exercise has been held three times before, and has played a key role in strengthening the bond of nations who have a collective interest in ensuring international stability, security, and cooperation, not just in the region of Northern Europe, but anywhere in the world that calls for the skills that are honed through this war exercise. The location will be the same in Northern Norway, but as we organize this event, we would like to know proposals for war games and scenarios, as well as the contribution and participation of each nation. Thank you.

The Government of Canada would be more than happy to participate in such an exercise in Norway. We would like to suggest that the exercise include an anti-submarine exercise for NATO and Partnership for Peace nation's navies, as well as an aerial exercise involving air superiority and close air support components, and final, a ground exercise focusing on conventional and hybrid warfare operations in cold climates.

In terms of the Canadian Forces contribution to the exercise, the Canadian Army would be willing to dispatch a company of the Royal Canadian Airborne Regiment; the Royal Canadian Navy would be willing to deploy a Halifax-class frigate, as well as a Harry DeWolf-class Arctic Offshore Patrol Ship, while the Royal Canadian Air Force would be willing to deploy a group of 4x CF-18 Hornet's to participate in the exercise, and a pair of C-130J-30 Hercules aircraft to transport the Canadian Army units involved as well.

Italy is willing to send the 5th Alpini Brigade . 4 x F35 for air excerises. And A400M transports for general transportation. We will send 20 Darido Ifv for alpine training.

The United Kingdom will participate with 1st Commando Regiment Royal Marines, one battalion from the 19th Light Brigade, as well as variou support units.

While Northern Norway presents rather atypical training conditions for the Turkish Armed Forces; Ankara feels that with ongoing tension in Eastern Europe, all NATO members should be prepared to cooperate in any environmental scenario. As such, Turkey would like to participate if so welcomed by Norway and other members. We also support the Canadian proposal for naval exercise and would be willing to participate in such exercise.

If Turkish participation is acceptable to all members, then the Turkish Armed Forces would be willing to contribute the following assets: the Turkish Air Force Combat Search And Rescue Group, and logistics support; a Heybeliada class corvette, and a Kılıç II class fast-attack vessel; A ATR-72 ASW anti-submarine aircraft, a Boeing 737 AEW&C, and a KC-135 Stratotanker refueling aircraft.

Although the participation of the Turkish Armed Forces in the Cold Response Military Exercise is something we have not seen before, the Kingdom of Norway would be more than happy to accept Turkish cooperation in the coming war games. As for Norwegian participation, several special forces units, and a yet to be determined contingent of submarines, warships, and fighter aircraft will participate in the exercises, for reference to all members who have yet to finalize or make contributions.
