![]() Permanent Representative of the Turkish Republic to the UN Esteemed delegates, Turkey has grown weary of witnessing the daily tragedies occurring in the Mediterranean Sea. As unrest and violence continue to ravish Northern Africa, and the interest of self-preservation has spurred thousands of refugees to flee their homes and Earthly belonging for the sanctuary promised by the European coast; countless lives have been lost to the seas. Men, women, and children have died in as this crisis has swelled and festered; and the international community has been unable to respond. Today, I have been instructed by Ankara to inform the members of this assembly that the Turkish Republic is prepared and willing to make a significant commitment to monitoring and supervising the Mediterranean Sea. As a part of this commitment, we are actively discussing the prospect of redeploying a Coast Guard patrol group to area, as well as Naval assets which will allow us to perform 'search-and-rescue' operations as well as inceptions of crafts bound for European waters. With this new mission, we hope to reduce the scope and severity of this crisis. Our hesitation is based on the fact that Ankara will not deploy assets to the Mediterranean Sea without it being a part of a larger effort including European partners like Italy and France, and other willing partners. This is the dilemma I bring to this chamber, and I hope we can come to an accord in a manner timely with the horrific nature of what we have witnessed, as an international community, thus far. That said, when the British and French leaders, two men who were instrumental in bringing about this crisis and allowing the rise of IS in Libya, finished bombing that country, they said "Your friends in Britain and France will stand with you as you build your country and build your democracy for the future." Well now is the time to do so. I believe Secretary Powell once described this as 'the Pottery Barn rule', if you break it, you pay for it. How much humanitarian aid and reconstruction funding has gone into Libya when compared to the cost of military operations since 2014? And when will the allies of General Haftar put pressure on him to negotiate with Libya Dawn, or was the goal in Libya to replace one military strongman with another military strongman. You called for democracy, but the backing of Haftar makes it appear that only a favourable democratic outcome is sufficient. |

Permanent Representative of the Turkish Republic to the UN To clarify; Ankara is appealing for commitments: deployment of additional assets, access to ports and logistical support, and anything else that can be provided in support of this effort. Ankara does not want this to be solely a Turkish military operation, but rather a UN humanitarian response. That is what we are asking for. |

The Kingdom of Norway will assist any potential operation by providing financial support and backing, but will withhold any deployment of assets or personnel until the Turkish representative and related parties can go into specifics, the plan that will be implemented to tackle the humanitarian crisis in the Mediterranean. We urge all nations within the region and continent, who have made commitments to the protection of human rights and security, and believe preventing thousands of migrant deaths on an annual basis should be a top priority, support any future operation to end this crisis. Permanent Representative for Canada to the United Nations | Représentant permanent du Canada auprès des Nations Unies The Government of Canada would be more than willing to provide financial backing and logistical support to such an operation, however like our Norwegian counterparts we would like to request a more in-depth and specific plan beofre we commit any personnel or assets to an operation. |

Reinhard Silberberg Permanent Representative to the EU The EU has drafted up a taskforce nad already several countries have promised to send ships to deter further incursion of refugees through unsafe waters putting their own lives in danger. Furthermore, Germany has built camps with support fro neighboring countries and armed them top deal with their own refugee problems. As for the Libyan issue, we reject entirely the idea that Britain and France are somehow responsible in accusations which make no sense and are only mean to paint them as imperialistic in the old tradition. These countries had no historic involvement in Libya, gave up those traditions long ago, and pursue no gain whatsoever, not even the Libyan oil, in their stabilizing injection. We urge all delegate to have faith in the European Union response, but also to come up with a joint and neutral UN task force to help us control this problem streaming into our countries and Turkey. We further invite the UN to lead a reconstruction effort in secure zones in Libya to prove to the other Libyan people a model of stable secular development and use inexpensive refugee labor in an international capital effort to provide employment to desperate people. |

Bernard Kouchner France As mentioned by Germany, the EU as deployed a task force and is strenghtening its deployment to face this major issue. However, only political stability on the other side of the Mediterranean can bring long term soustainable solutions, and Libya plays a big part on it. |
