Brazil and Finland agree to a licensing agreement for the AVTM-300 for Finland in exchange for a US$200 million licensing fee to Brazil and a royalty fee per unit constructed under license by Finland. Article I The parties agree to a licensing agreement for the AVTM-300 for production in Finland; Article II The parties agree to a payment by Finland of $200,000,000.00 US Dollars for the license; Artlcle III The parties agree to a $250,000/unit fee per unit for units constructed in Finland; Article IV Finland agrees no to modify the AVTM-300 in any way or reverse engineer it; Article V Finland agrees to not export the AVTM-300 without the explicit permission of Brazil; |

REJECTED Finland lacks the infrastructure to construct missiles, especially the type of missiles mentioned in the agreement. As a result of this the deal will be terminated. |
