Mauro Vieira Permanent Brazilian Ambassador to the UNASUR Delegates, I come before you all today to call for this great Union to set a target for 2050 carbon emissions. Carbon emissions are the great issues facing our generation, they cause extreme weather changes and climate change is causing billions upon billions of dollars of damages, from droughts that cause crop loss to foods that destroy tens of thousands of homes. South America is a major part of the world and we need to come together and agree on a way for us to protect this world. Brazil calls for the UNASUR to set a Carbon Emissions target for 2050 of 45% from 2013 levels. |

Delegates approve of the proposal and will work toward the target. The United States has already provided a $2bn Green Energy Fund and plans to put in a new HVDC system are in place as part of the Organization of American states 2017 Green Energy Agreement. In addition to this, the Chinese have provided $43bn to Argentina, Bolivia, Chile, Paraguay and Uruguay for power distribution and renewable energy investment, on top of additional lines of credit to Brazil ($20bn), Ecuador ($15bn) and Venezuela ($15bn) for investment in renewable energy and other infrastructure projects. |

We are against such an ambitious goal of 45% and we instead call for it to be 20% or a smaller more mangeable figure, not every country has the resources available to dedicate to such a thing. At the very least we believe it should be non binding. |

Note: The propose was already approved as of ISCR's post to my knowledge. You also have 30 years to get to the goal. |

Can we please keep OOC conversations to an OOC thread. Also, I don't think UNASUR can impose things like this on its members, it's not a political union like the EU(SSR). If Colombia (and potentially Venezuela) want to opt out, then they won't be bound by the target. |
