Secretary Kirkpatrick to visit China
Speaks on International Outrage over Policy

Washington- Secretary Jeane Kirkpatrick will make her first overseas trip to Beijing this week where she is expected to meet with her Chinese counterpart and other Chinese leaders during her stay. The visit comes as China seeks to open up it's economy more seeking foreign Investment as well as a Improvement of relations with Washington. Expected to travel with the Secretary are a group of US trade representatives as well as military leaders. On the Agenda , the Secretary is expected to discuss US assistance in modernizing China's transportation network as well as discussing shared military Interest in the region.

Internationally however the State department has been on the defense as government officials from the UK to East Germany have come out and slammed the now dubbed "Kirkpatrick" policy, the later going so far as to call for her resignation. Speaking after her announcement however the Secretary made this statement:

" I have heard everything from the policy endangers World Affairs to being called a lunatic and crazy, some of those remarks I reckon coming from our allies themselves. However the point stands that we have taken no action regarding implementing the policy besides announce it and cut off aid to the government of Nicaragua....and this has caused world instability? There seems to be a common misconception that is perhaps my fault for not being more clear in my original statement that the US is suddenly going to start global wars against communism regimes everywhere and this is not the case. What this policy means is that the US will extend financial and military support through procurement packages to those nations facing an onslaught by groups funded and armed by communist regimes. This is the "great danger" to world stability that the Warsaw nations, most notably East Germany are complaining about.

It was not I who ended detente that was the Soviet Military machine, yes that was gone before I came into office, I am simply the first to say that it is ended. And yes if this causes anger to those socialist revolutionaries who would seek to overthrow a government, that the United States will oppose you then so be it. I have heard that this policy also de facto means that the US refuses to even negotiate with communist regimes and that this is an old style of thinking, that I refuse to accept the realities of today's world and to them I say "Damn Right!", I refuse to accept that the United States of America cannot continue to help her allies around the world against wave after wave of foreign funded revolutionaries without fear of angering the Soviet Union or worst.

This does not meant that the US is opposed to working with communist government, my first state visit will be to China, the birthplace of Asian communism and Maoism. I would visit Moscow to should the opportunity come but our policy will still be well known. This is the last statement I will make regarding the defense of this policy from foreign leaders and editorials.

I will however say to those diplomats who think that this policy has brought the world to a stand still, this policy has been around for 4 months, the state of world affairs was at all time low before I came into office. It is not US policy that's bring the UNSC to a standstill nor is it blocking attempts to solve conflicts in South Africa, the Middle East or Libya. It is time the parties involve take responsibility for there own actions and failures.

With that said, to the shouting man in East Germany drafting letters to demand my resignation. I would tell him to sit down. "

VP TO VISIT SAUDI ARABIA, TURKEY AT END OF MONTH
- Former intelligence chief tasked with managing US policy in the Middle East, North Africa.


Washington DC - Vice President George H.W Bush will be traveling abroad to end the month, as confirmed by the Office of the Vice President. According to the VP's recently announced public schedule, Air Force Two is set to touch down in Riyadh and Ankara, respectively, as the Vice President settles into his new role in the administration - Middle East point man for the Reagan administration. Up to this point, the Reagan foreign policy has been dominated by the State Department's Kirkpatrick plan, however as regional crisis in regions like the Persian Gulf become more pressing - more sectarian in nature, than ideological - the Vice POTUS appears in his element. Now, the White House seems to be giving the former CIA Director the entire region of West Asia for his portfolio; and in embracing this, Bush has schedule meetings with two of America's most consequential partners in their respective regions - Ankara and Riyadh. Particularly, advisors in the Vice President's circle view supporting Turkey as a new priority. Turkey, which is set to unveiled a revamped national constitution next year, has potential to become a regional economic power as a result of recent reforms; and could provide the vital stability in the important eastern Mediterranean Sea which remains an American interest - stability which many inside the White House had previously assumed would come from Athens.

UN REPRESENTIVE BLASTS 'DECEPTIVE' IRAQI LEADERSHIP
- White House furious as Versailles peace accords collpse under weight of Iraq .


Washington DC - Senior administration officials are becoming increasingly disenchanted with Iraqi leader Saddam Hussein, according to sources inside the State Department, and the White House. Only weeks removed from the apparent successes of a hastily organized peace summit at the onset of the conflict in the Persian Gulf, which resulted in an accord of clearly defined obligations on both sides to maintain a fragile ceasefire - while the United States, and other UN Security Council members crafted a resolution to sure-up the shaky non-hostility agreement; the leadership in Baghdad has abandoned cessation of hostilities in favor of reescalation it's invasion of Iran, prompting indignation at the State Department. Arguably most irate - the hard lining United States Ambassador to the United Nations, Vernon A. Walters. Ambassador Walters had played a key role in guiding a Security Council resolution which contained provisions to establish a multinational peacekeeping mission to be put in place during the ceasefire, and was confident that both sides were prepared to move away from conflict was caught entirely off guard by the Iraqi decision to disregard the agreements. According to sources, the Ambassador was in a rage as he gathered his staff and departed on a State Department aircraft for Andrews Air Force Base enroute to meet with the President at the White House - where the reaction to Iraqi actions have been shockingly similar.

According to reports, Secretary of State Kirkpatrick, while traveling overseas, described the Hussein government as one, 'hemorrhaging credibility' as reports of indiscriminate use of chemical weapons by Iraqi forces against Iranians have provided yet another source of revulsion from the Reagan Administration. In June, reports had indicated that many in the administration were taken aback by the willingness of Iraqi forces to deliberately target Iranian civilian population centers; and now, that once muted chorus of dissent has become thinly veiled disgust by some of the main figures on the Reagan team.

As the Administration seems almost ready to totally revise it's stance on the conflict, the President, himself has deemed it necessary to address, himself. While visiting the University of California, Irvine; he took a moment to offer this statement on the record:

Ya know, the United States does not fund religious, sectarian crusades. A secular Iran is in the best interest of the entire region, however a total war of attrition is detrimental not just the Persian Gulf, but to global stability. Our quarrel is, and should only be with the Ayatollah, not the Iranian people - they don't deserve to lose their home or their lives; and the United States is still a friend of the Iranian people.

While the United States has maintained neutrality in the conflict; the White House recently confirmed that the Navy would be entering the northern Persian Gulf, and a humanitarian operation, sponsored by the Navy and American Red Cross, is underway in the Khorramshahr region of Iran.

THE WHITE HOUSE - This week, President Ronald Reagan spent a chilly November morning in the Rose Garden of the White House, flanked by the Republican Congressional Leadership, and signed his first pieces of legislation as chief executive. One of those bills: the Economic Recovery Tax Act of 1981 authored through a Republican leadership alliance between the House and Senate; the bill was original meant to serve as a series of clean-cut tax cuts for American business owners, but following surprising pressure from the Reagan White House to 'balance out the bill' with reforms to strengthen federal measures against tax-havens, and loopholes - lawmakers managed to craft a package which includes $150 billion in tax cuts for American corporations over a five-years, partially funded by marginal taxation hikes on tobacco, alcohol and phone services; as well as significant cuts in the individual tax rates over 2 years, and a top rate drop from 70% to 50% in total. Other features of the ERTA, include a 10% exclusion on income for two-earner married couples ($3,000 cap), and amendments that do everything from simplifying the process of establishing an Individual Retirement Account (IRA) for working-class taxpayers to expanding provisions for employee stock ownership plans. During debates, the was clear discontent among some of the more hardline conservative party elements elected during the 1980 election cycle. Most controversial for anti-tax warriors, the last minute amendment that introduces 30% tax on the sale, or production for sale, of certain automotive ($30,000 and more), boats ($100,000), airplanes ($250,000), and furs ($10,000). As Governor of the State of California from 1967 until 1975, President Reagan presented himself as an advocate for fiscal responsibility - and raised taxes to balance the deficit during his first term as a testament to those convictions. Whether the President will use a similar approach to the ever-growing federal deficit remains to be seen.

Among other pieces of legislation, President Reagan also signed the Surface Transportation Act - a multi-billion dollar infrastructure and development bill, primarily focused on mending the nation's highway system.

Defence White Paper revealed

The Washington Post has been given a pre-view of the coming Defense White Paper, and can report the following:

The United States Army, with the Army National Guard, will be reformed and will be expanded to reach 21 active service divisions, up from 18, of which 14 will be heavy divisions, either Armored or Mechanized, while 5 will be lighter, either Airborne, Air Assault or light divisions specialized in artic or mountain warfare. The final two divisions making up the 21 active service rooster will be two new Cavalry divisions, based on a new, as of yet ordered, wheeled medium weight vehicle.

The Army National Guard will, besides standing up units used to round out various combat, or non-combat roles, also stand up eight fully capable combat divisions, two Armored and six Mechanized.

The Army, and Army National Guard, will continue to receive new combat vehicles over the coming years, with a focus on the M1 Abrams main battle tank and the M2/M3 series of infantry fighting vehicles, which will replace the venerable M113 in frontline service. The M1 Abrams and the M2/M3 is not expected to reach full penetration in the heavy units until the start of the next decade, with Army National Guard Infantry units being the low guy on the totem pole, receiving new vehicles the last.
A continued replacement of older helicopters with more modern and capable types is to be expected over the coming decade as well.

United States Marine Corps will lose its three Marine Expeditionary Brigades, but will gain an additional seven Marine Expeditionary Units, where one, the 33rd Marine Expeditionary Unit, belonging to the 3rd Marine Expeditionary Force based put of Okinawa will be deployed to Subic Bay.

The United States Navy is expected to operate a 12 Carrier Battlegroup Fleet, with 10 Amphibious Battle Groups as well, calling for at least 14 supercarriers in service (which is expected to be achieved by March this year), and 12 LHA/LHP ships in service. This means that the USS Saratoga most likely will be the only of the Forrestal class carriers to undergo the $550 million, 28-months SLEP upgrade, as the other three ships in the class will be replaced by new, more capable Nimitz class supercarriers when they are finished. The F-14 airframe is being upgraded, and the new F-14E Cougar will take pride of place onboard the Nimitz, Kitty Hawk and Enterprise carriers of the United States Navy in a few years time.

The United States Navy has recently ordered 30 Ticonderoga class air defence cruisers, equipped with the brand new AEGIS combat system, and 24 new Ramage class land attack destroyers, to accompany its 30 Spruance class ASW destroyers. A large amount of Oliver Hazard Perry class frigates will join the Knox class frigates in providing ASW and escort capabilities in order to maintain open sealines between the continental United States and our allies in Europe and in Asia and Oceania.

The venerable B-52 fleet will be upgraded with more modern, fuel-efficient engines, to increase reliability and range, as well as reduce maintenance costs. A project that turns several dozens of B-52’s currently kept in inactive reserve into long-range ASW patrol planes is to be announced soon. Several dozen of the B-52 bombers are also being upgraded to carry the new ALCAM air-launched cruise missile, while others will be modified so that they lose their ability to carry nuclear weapons, and be removed from the Strategic Air Command, and moved to Bombardment Wings in the Tactical Air Command for conventional attacks on various ground targets.
The United States Air Force and the Air National Guard will continue to see new F-15 and F-16 fighters delivered, as older fighters, starting with the F-101B Voodoo and F-106A Delta Dart, are being retired.

Washington DC - The date is set. President Ronald Reagan and company will make the journey up Pennsylvania Avenue to Capitol Hill later this month for Reagan's first State of the Union address. Analysis and experts speculate that the lion's share of the President's address will be centered around national defense, the foreign policy of the new administration and the America economy. In addition to the regular attendees, reports are that Nancy Reagan will be joined by several guests of honor - including Prime Minister Eugenia Charles of Dominica, and several Veterans of the Vietnam War. According to the White House, Secretary of the Interior James Watt has been elected 'designated successor', and will remain at the residence for the duration of the night. Democratic Speaker of the House Tip O'Neill's office has also confirmed that the Democratic Party would be providing a opposition party response to the SOTU in the morning, in an effort to voice the Democrat's intentions and motives for the upcoming session, particularly Healthcare and the economic recovery.

No doubt the Reagan centerpiece: promoting his national security chops, and the unveiling of a far more muscular American defense policy. Last year, in response to shifting events in the Middle East and elsewhere; the Administration had assumed a hard-lining approach to Soviet influence, and aggressively abandoning the perceived concessions of Détente relations with Moscow. In recent months, it seems that feelings inside the White House, and the Oval, have changed - perhaps upon reflection - and turned to a new plan for opposing the global influence communism, what has been informally referred to as the 'Circle of Friends' Policy. A culmination of efforts to promote goodwill through humanitarian assistance, and a generous military aid program crafted by the Defense Department. President Reagan is expected to describe this new approach in detail as a tenet of his still developing foreign policy doctrine. A foreign policy which has been, to this point, led and dominated by the State Department - via the Kirkpatrick Plan.

Another probable topic for later this month: the ground-breaking of Vietnam Veteran's Memorial in Washington DC, scheduled for November of this year.

First Lady Nancy Reagan by his side, the President read a prepared statement:

Fellow Americans - as many of you know, the United States Air Force and Navy are, even as I speak to you this afternoon, in the midst of conducting operations against the regime of Colonel Muammar Gaddafi, and his military. The mission of these servicemen is simple: paralyze the Gaddafi regime's capabilities to wage war, and ensure that he can no longer pose a threat to innocent civilians traveling the skies; to our allies in Southern Europe; or to stability in North Africa. This is our cause, and it is a just cause. I have ordered for these operation to be carried with the knowledge that our conflict is not with the Libyan people; but with their oppressors. Prior to this blood-thirsty regime, Libya was renowned as leader of the African continent - a wealthy kingdom which fought alongside the Allies against the evils of fascism, and Nazism. An open, and peaceful kingdom which was overthrown by a mad man with no consideration, but for his own personal gain. That criminal regime, whom was once viewed as the liberators of the Libya people; has devolved into a liability for the proud Libyan people, and a destabilizing force for North Africa. Make no mistake: the United States is not at war with Libya; we are at war with despotism. Freedom will prevail over tyranny, I assure you. Thank you.
Following these comments, the Reagans traveled to Dover Air Force Base in Delaware to receive the seven servicemen killed in action over Libya, as well as the American passengers from Air France Flight 387.

HARRY S. TRUMAN BUILDING - America's decidedly hawkish Iron Lady; and central voice of the Reagan presidency on matters of security - Secretary of State Jeanne Kirkpatrick has reportedly submitted her resignation, and prominent voices from inside the West Wing have strongly indicated that President Reagan will accept it. Ever the polarizing topic of discussion; critics have often decried Kirkpatrick's uncompromising approach to a number of issues as incompatible with the role of America's chief diplomat. Architect of the 'Kirkpatrick Plan' that has arguable served as the administration single most consequential policy shift - unceremoniously axing the near two decade-long period of Détente diplomacy between Washington and Moscow. Kirkpatrick has also, perhaps unfairly, been viewed by many as responsible for the rest diplomatic rifts between the US and Greece; and the United Kingdom - as well as an easy target for both Democrats and Republicans in Congress. In addition to this issues, reports of a power struggle between Defense Secretary Caspar Weinberger's Pentagon, and Kirkpatrick's State Department has persisted since November of last year, as the administration appears to be leaning away from Kirkpatrick-era hardline diplomacy in favor of military aid packages, and joint exercises with international partners.

While the White House has yet to formally named Kirkpatrick's successor at the State Department; reports that Jeane Kirkpatrick will serve as the next Assistant to the President for National Security Affairs, succeed current National Security Advisor Richard V. Allen, who submitted his own resignation earlier this month. Most probable, Alexander Haig has been named as a likely nominee for Secretary of State.
