Distinguished delegates,

While conflict is brewing around the world I hope to direct our attention for a short while around a topic that we can all unite around in our mutual humanity - the annual UN pledge year. I come to you with an announcement that this years' focus will be 1981: The United Nations Year for the Disabled. I propose and motion for a vote by acclamation on the following resolution to commemorate this year:

Quote:

The United Nations General Assembly,

Understanding the qualms and pains of those who live without means,

Echoing UNGA Resolution 174/53 on the protection of those with disabilities,

Affirming the universal human rights of all,

1. Pledges $15,500,000 for the next three calendar years per annum to international funds for the disabled as determined by the Under-Secretary General for Development,

2. Creates an affirmative action plan within the halls of the United Nations to ensure that all staff hired in New York, Vienna, or any international ambassadorial offices contain at least 4% persons with disabilities,

3. Encourages all member states to make their separate provisions,

4. Determines to remain actively seized on the matter

I call for all delegates to speak in favor or against this resolution, or to cast votes AYE or NAY with regards to it: this is a matter of pressing concern for all of humanity, and while your attentions may be focused elsewhere, we all must be united in our common pursuit of one anothers' peace and interests.

Thank you, and I yield the floor.

Pakistan is unconvinced that this is the best use for the appropriate funds, and subsequently, will abstain.
