Condemnation of Iraqi Aggression; A demand for action

Ladies and gentlemen,

I come before the General Assembly with the utmost urgency in a case which these United Nations have never dealt with before. Ever since the Second World War it has been the common agreement of the nations of the world to not stoke or start conflict. The Nuremberg Trials set the precedent of crimes against peace; "starting or waging a war against the territorial integrity, political independence or sovereignty of a state, or in violation of international treaties or agreements." It is with a heavy heart that I come before you to report that my country has been a victim of such a crime, the most flagrant and unacceptable since the onset of the Second World War.

Yesterday, without provocation or reason, the Iraqi regime launched strikes all across Iran. The Iraqi Air Force targeted a number of Iranian air fields in an attempt to eliminate what they saw as an existential threat to their plans which became clearer later that day: the Iranian Air Force. That same day, Iraqi military forces initiated aggressive operations against Iran by invading and attempting to cross the Shatt Al Arab waterway, which has been under dispute lately but which was supposed to have been resolved by the 1975 accord signed in Algiers. Our government has corroborated reports that the Iraqi regime has also attempted invasive operations to the north in Kermanshah province while it has taken the cities of Abadan and Khorramshahr under siege. It cannot be misconstrued, as the Iraqi regime has attempted, that these are purely defensive plans. Make no mistake, ladies and gentlemen, Iraq has initiated a full and unrelenting invasion of Iran to satisfy its regime's twisted goals.

We categorically deny any claims of Iranian artillery being responsible for any shelling. Any "evidence" provided by the Baghdad-based regime is are either flagrant lies, or a false flag designed to convince the international community of Iran's blame despite there being none.

We demand that the United Nations Security Council immediately call an emergency session to address this blatant act of aggression against the Islamic Republic of Iran. We call upon all nations to maintain the rule of law - to not let lawlessness and naked aggression become the norm in the conduct of our international affairs. We demand that the UNSC require the immediate withdrawal of all Iraqi troops from Iranian soil, and to implement the full force of international sanctions if it fails to comply with such directives.

Iran is prepared to enter negotiations, and accept UN supervision of the disputed territories if necessary to prove that we are not the aggressors in this conflict. We will not, however, do so if the Iraqi regime continues to seek to occupy and invade Iranian territories.

The proper place to hold these discussions is not in some unofficial corner of the international arena, but through proper diplomatic procedures. We demand that action be taken by the United Nations against unprovoked aggression by the Iraqi regime, and we demand that our case as a peace-loving nation be heard in the halls that were constructed for the very purpose of maintaining peace.

Iran refuses to conduct any discussions under any session called into being by the Iraqi regime given its obvious implications. We implore member states to address this situation here, and accord Baghdad the condemnation it deserves for its aggression and crimes against humanity.

Iran once more demands that the United Nations takes stricter action against the Iraqi regime. It is now confirmed even by United Nations observers themselves that the Iraqi regime is actively using weapons of mass destruction (WMDs) against defending Iranian forces in its illegal invasion of Iran.

Moreover, Iraq has failed to maintain its obligations under the framework agreed in Versailles, whereas both actions would cease their active military operations. This continuation of the Iraqi invasion is an affront to international law.

We urge the international community to not lose all sense of credibility. By not acting on reports that provide unambiguous proof of Iraqi war crimes the international community is tacitly endorsing these despicable tactics.

We condemn the ridiculous Iraqi accusations that Iran has used chemical weapons which killed its own troops. We demand that the United Nations Security Council approve an immediate mission to investigate the Iraqi use of weapons of mass destruction and appropriately condemn and sanction the regime for doing so. We call for a specific and singular condemnation of the Iraqi regime for its use of these weapons, not a "general" condemnation that will muddle which side in fact used such weapons and who is responsible. The responsibility is unambiguous and clear and it lies on the Iraqi side.

Moreover, Iran is prepared to provide full disclosure to all United Nations officials to prove that it does not, and has not ever possessed chemical weapons, nor used them on the battlefield contrary to our obligations under international law.

We will not stand for continual slander from the Baghdad regime that seeks to use these halls as its secondary propaganda mouthpiece. We demand action from this body if it seeks to have any legitimacy and relevance.

Iran would like to clarify that it is prepared to provide full disclosure that it currently does not poses any chemical weapons and that it did not use chemical weapons in the ongoing illegal invasion of Iran by Iraq. We reserve our right under international law to obtain and use these weapons in retaliation.
