Session on the Iran-Iraq War

Distinguished representatives,

I motion to open this session for free and open dialogue within the UNGA regarding the recent hostilities between my government and Mullah Khomeini's regime in Tehran. While we are amenable to an Iranian proposal to discuss this conflict within the halls of the UN, naturally we object to any session name that blames one country or another implicitly without UN investigation. The right place for these kinds of accusation is in informal diplomatic cables.

Accordingly, we call UN Session 12-1981 to open with regards to the new conflict commentators termed the "Iran-Iraq War", to be our drafting area for resolutions.

Iraq is outraged at all claims by the perfidious Iranian government that they are somehow the victimized party in this conflict. They claim evidence of aggression was a forgery, but video tapes exist showing the shelling of Basra! As our foreign advisers can support, Operation Baibars, our defensive plan against Iran, was a scenario to be put into place ONLY if aggression were taken on Iraq.

And I cannot even begin to elaborate on how Iran has destabilized the region through repeated calls for revolution in our country, Syria, Bahrain, Kuwait, Saudi Arabia, Qatar, and the United Arab Emirates.

Enough is enough. A country that threatens the global oil supply and the Straits of Hormuz is not a country which can be bargained with peacefully. Just a month after we opened informal dialogue with them, the Iranians assaulted us savagely on the eve of Ramadan, hoping to score a surprise victory against ever vigiliant Iraqi troops.

I call for the international community to condemn Imams Shirazi and Khomeini, their subversive actions in Bahrain and Iraq, including but not limited to bribery, extortion, assault by paramilitaries from Iran, and attempts to ferment revolution in these two oil producing centers of the Middle East. We further call for a UNSC resolution demanding the immediate creation and enforcement of a demilitarized zone that will remain unoccupied on both sides of the border to protect Iraqi civilians from Iranian shelling.

I thank all members of the international community for their past and future support for our defense against a regime that has taken ambassadorial staff hostage, launched terrorist attacks, laundered money to militant organizations, and seeks to overturn the established order of the entire Middle East.

Yes, Arabs fight wars. This does not mean there is a genocidal Marxist-Arab campaign against Christians. Both Marxism and Arab Nationalism reject sectarianism, while Islamism endorses it. We have no idea what the Zionist delegate is attempting to accomplish, are Arabs a violent people while Zionists are not? What of the Six Day War or the military governate over South Lebanon? Once again, Arabs have only ever fought wars in self-defense, unlike Israel, which refuses to define its borders due to its constant want to expand.

Egypt and Syria broke the 1948 armistice agreements prior to the 1967 conflict breaking out, and with Syrian and Egyptian forces massing on the border with brand new Soviet weapons sent the message. Daily broadcasts from Nasser and other Arab leaders stating that they would drive us into the sea spelled their intent, so we struck. In 1973 we waited to be struck and faced a global Arab embargo on us which exported the embargo from Arab nations to most of the world. We are still working to repair damage done to us in that time that is still effecting us.

South Lebanon was being used by PLO terrorists to conduct cross border attacks against us and was being used by terrorists as a training ground to attack Christians inside of Lebanon. Only Christians were targetted by these terrorists, only Christians were being targetted in the Lebanese civil war. We expelled the PLO from our territories, Then the PLO tried to set a state within a state in Jordan. Thankfully Jordan was able to expel them, but now they have set up shop in Lebanon and due to the civil war the Lebanese government is unwilling or unable to put a stop to the PLO cross border terrorist attacks that do not make international news due to their frequency. For you it is a once in a lifetime experience. For Jews in Israel this is a daily occurance.

Enough is enough, our operations in Lebanon are twofold. Firstly to protect Israelis by preventing the PLO from continuing their campaign of terrorism against Israel, and secondly but also importantly to protect the Lebanese Christians from the Arab attempts to exteriminate all non Muslims from their nations. The rise of Arab militantism and terrorism ruined Lebanon.

We have been the victim of Arab global plots against us, the Munich massacre was one, the attempts to cause the world to cut relations and embargo us in 1973 was another, and your continued attempts at using the United Nations to criticize us for defending ourselves is a glaring example of this.

The truth is much different than what you claim. Your forces attacked Iran. Libyan forces invaded Chad. PLO terrorists were attacking Israel and cleansing Christians in Lebanon. When will the world wake up and take action against these actions? Or is it the world is only compelled to quick action when Israel is involved?

We lay out an obvious and self-evident case plainly and simply: in the Arab world there are many divisions and different authorities. Across the world, every conflict starts over different reasons. You claim you were attacked by other Arab states, therefore Iraq must have attacked Iran!

The Republic of Cuba is disappointed to see the breakout of hostilities between two nations no matter where they be. We hope that a diplomatic solution can be found and the Republic of Cuba is willing to host such talks, if requested. We appeal to all third parties to encourage the affected parties to negotiate a peace settlement instead of inflaming tensions.

Pakistan is very concerned with this recent outbreak of violence, which has escalated into a major conflict that has disrupted global energy markets and threatened the financial stability of the free world. Tehran, which has made a point to promote violent revolution in every one of its neighbors, has recently proven itself, sans Shah, to be a source of instability and violence in the region, third only to the Soviet Union and their underlings in New Delhi. Tehran, much like the Soviet-Indian axis, represents a fundamentally foreign power that seeks to impose its alien and rejectionist ideology on the free people of the Middle East.

It is doubtful that the United Nations can serve a purpose here. In the past decade, the United Nations has shown itself to be nothing more than a tool for legitimizing the terrible global scourge of Soviet imperialism. In 1971, the United Nations was used by the Moscow-New Delhi axis to illegally dissect and dismantle Pakistan, birthing the illegitimate bastard nation of Bangladesh and opening the door to increased Indian interference with and persecution of the Bengali Muslim community living in Bangladesh and the surrounding border regions of India. This body has done nothing to stymie the advance of Soviet soldiers in Afghanistan, where Russian troops actively engage in ethnic massacres with the goal of the eradication of Afghanistan's Muslims. Documents uncovered by Pakistan's Directorate of Inter-Services Intelligence during ongoing counterintelligence interdiction operations show clearly and unabashedly that the Soviet Union's goal in Afghanistan is genocide and colonization, must like New Delhi's in Kashmir; yet this body continues to do nothing to enforce international law and protect the human rights of these oppressed communities.

Any solution brokered in these halls would merely be to the benefit of the Moscow-Tehran-Indira Axis, and would be wholly legitimate in the eyes of every devout Muslim. Instead, this conflict must be monitored and controlled through extant legitimate institutions such as the Organization of Islamic Cooperation, which, unlike this body, has not arrayed itself as the mortal enemy of Islam and has not sought to give those who murder innocent Muslims not only legitimization, but representation and deference. Pakistan would be pleased to assist in the arrangement of negotiations under the auspices of the OIC with the goal of achieving an agreement which brings an end to the fighting, but cannot in good faith support the involvement of the United Nations in this issue.

1. Creates a 5,000 man United Nations peacekeeping force called UNMISSA (UN Mission on the Shatt Al Arab) to enforce the demilitarized zone agreement as stipulated in the Treaty of Versailles between Iraq and Iran.

2. Authorizes UNMISSA to investigate perpetrators behind all artillery attacks and move artillery positions behind defensive lines.

3. Mandates the peacekeeping force be assembled primarily of non-Muslim nations as to avoid sectarian bias.

4. Determines to remain actively seized on the matter.

We severely condemn Iranian use of chemical weapons which has killed 3,000 Iranian troops in the battle of Dezful, as well as devious efforts to launch a coup d'etat in the neutral state of Bahrain. Thees actions are a clear escalation of the war and we will not stand for further use of illegal weapons on our soldiers, unpunished by Iranians even as they pretend to bandy and discuss a ceasefire.

Iraq is proud to announce that through our diplomatic ultimatums as the victorious side in this Iranian-initiated war of aggression, we have persuaded the Iranians to surrender all their chemical weapons to the United Nations, a hallmark of diplomatic accomplishment worthy of Molotov and Dulles. We are honored to have achieved this success, and credit the Arab world for their strong moral support in this process in keeping our people steadfast and strong in the face of aggression.

Applauding recent Iranian moves to abolish its weapons stockpile,

1. Asks the UN to constitute a mission in Iran for immediate disarmament,

2. Declares that the mutual or one sided use of chemical weapons in any world conflict is reprehensible,

3. Calls for peace and for collection of WMDs to complete by 1986,

4. Decides to remain actively seized on the matter.
