A Resolution on the Iran-Iraq Conflict; To address the growing sectarian crisis in the Persian Gulf

Esteemed colleagues -

In light of recent and troubling events concerning the security and stability of the Persian Gulf region; and the conclusion of the Versailles peace talks - which my government commends our French counterparts for their wiliness to facilitate such talks; It has become abundantly necessary for the international community to intervene on behalf of the Iranian and Iraqi people, in particular, and for overall regional security. The United States can not accept the current course of this conflict, and my government has charged this body with organizing a cohesive, and deliberate response to the growing crisis. That said, the Versailles conference has provided this body with it's formal recommendation, and the United States feel that all avenues toward peace should be considered.

I, thus, propose the following Resolution for the purpose of consideration, and discussion.

The United Nations Security Council,

Reaffirming itself, united in the common pursuit of peace,

And determined in, striving to relieve sectarian and ideological pressures in the middle east,

1. Creates a 5,000 man United Nations peacekeeping force called UNMISSA (UN Mission on the Shatt Al Arab) to enforce the demilitarized zone agreement as stipulated in the Treaty of Versailles between Iraq and Iran.

2. Authorizes UNMISSA to investigate perpetrators behind all artillery attacks and move artillery positions behind defensive lines.

3. Mandates the peacekeeping force be assembled primarily of non-Muslim nations as to avoid sectarian bias.

4. Determines to remain actively seized on the matter.

The German Democratic Republic has a couple major concerns with this proposed resolution. The first being that we find it highly unlikely that a 5,000 man force will be able to effectively maintain a border as large as that between Iran and Iraq. Secondly we do not have a copy of the Treaty outlined in the resolution; thus we are unsure where this Demilitarized Zone is to be. We would like to see a map showing where said zone would be; as well as an expanded peacekeeping force, before supporting this resolution.

These valid concerns are appreciated by the United States - allow me to present the details in question, for consideration. Colleagues, the Treaty of Versailles:

The Treaty of Versailles
 

The Islamic Republic of Iran and Republic of Iraq,

1. Agree on an immediate ceasefire of all forces and a withdrawal to initial forces before 1 Ramadan 1981 upon the UN's conclusion of a peacekeeping mission.
2. Repatriate all prisoners three weeks after the end of hostilities.
3. Declare the following demilitarized zone, to be patrolled and occupied by UN peacekeepers, and declare all bridges over the Shatt Al-Arab on the border to be UN-manned.

4. Re-affirm joint ownership of the waterway and consent to an international authority collecting tolls, with equal treatment for Iraqi and Iranian ships
5. Declare that the peacekeeping mission can be terminated on one side or another by the will of the host country, but that this will have no impact on the peacekeeping mission protecting the other side, and that border checkpoints will continue to be manned by UN forces until the mission's conclusion.
6. Condemn all violent uprisings in Iraq, Iran, or the Gulf States and attempts to bring about regime change in any way that is not inherently peaceful in nature.
7. Create a joint working office in Abdan to discuss border clashes with three Colonel level officers or above from both sides' general staff ready to transmit resolutions of cessation of hostilities back to both nations' headquarters.
8. Declare an immediate end to artillery shelling and comply with UN investigations in the event of further incidents.
9. Guarantee that the Shatt Al-Arab will remain an open waterway that will continue to peacefully transmit both sides' oil.

It is good to see that both parties in the Iran-Iraq war is willing to negotiate and we are in general, positive to the proposed Resoultion, but, must echo the concerns from the East German ambassador. 5,000 soldiers will not be enough to cover the lenght of the border. Furthermore, we must insist on the resolution being a stated Chapter VII resolution, and that it contains rules and stipulations on the rights of the UN force. On such would most certainly being that neither side is allowed heavy weapons within the DMZ, for the security of the UN forces there. Furthermore, the Treaty of Versaille does not contain a roadmap towards a lasting peace, it is merely a cease-fire agreement with some trustbuilding addons. We would like to see the basis for a roadmap towards a lasting peace between the nations.

Unless these goals are meet, I have been informed by the Ministry of Defence that it would be considered to dangerous to deploy Australian forces to the UNMISSA.

After reviewing the Treaty of Versailles the German Democratic Republic would like to propose the following draft resolution, based heavily on the resolution presented by the honorable delegate from the United States. This draft will cover our concerns; but may not cover all the concerns of all members so we welcome suggestions for modifications and amendments.

Draft Resolution: Iran - Iraq Conflict
 
The United Nations Security Council,

Reaffirming a commitment to a united common pursuit of peace,

Understanding the complicated situation in the Middle East and between the Republic of Iraq and Islamic Republic of Iran,

Concerned over the continuation and expansion of the current conflict between Iraq and Iran,

Applauding the dedication to diplomacy and negotiation shown by Iraq and Iran and their willingness to compromise and work towards a peaceful conclusion to the conflict


Acting under Article VII of the United Nations Charter;


1. Authorizes the creation of a United Nations peacekeeping force, to be known as the UN Mission on the Shatt Al Arab (UNMISSA) with an initial force of 12,000 personnel under a mandate to be laid out in this resolution;

2. Mandates UNMISSA for a period of three years; after which the mission will be reviewed by the UNSC and a vote on its continuation will take place; and provides the objectives for UNMISSA in APPX 1.0 attached to this resolution;

3. Requires both parties involved in the conflict to continue negotiations in a neutral, moderated setting to ensure the formation of a plan for lasting peace between the two parties;

4. Further Requires both parties to cooperate fully and without delay with all legal, authorized requests made by UNMISSA;

4. Determines to remain actively seized on the matter.



Appendix 1.0: UNMISSA Mandate
 
Per the above resolution the United Nations Security Council has authorized the creation and deployment of a mission; known as the United Nations Mission on the Shatt Al Arab, or UNMISSA, to maintain the peace between Iran and Iraq following the recent conflict.

This mission will have the following objectives; and authorization from the United Nations Security Council to act as laid out to maintain and achieve said objectives:

1. UNMISSA is authorized to investigate perpetrators behind any and all artillery attacks which take place after their arrival and to order that both parties artillery be moved outside of the Demilitrized Zone outlined in the UNSC Resolution.

2. UNMISSA is authorized to order that both parties remove all heavy equipment and all military forces; excluding military police units operating in coordination with UNMISSA investigators should that become necessary.

3. UNMISSA is herein authorized to ensure the maintenance of a ceasefire between the two parties and to provide monthly reports on the situation at the border, within the DMZ, and between both parties to the UNSC.

4. Mandates the peacekeeping force be assembled primarily of non-Muslim nations as to avoid sectarian bias.
