Mir-Hossein Mousavi Prime Minister of the Islamic Republic Foreign Minister of the Islamic Republic Ladies and gentlemen of the international community; Recent weeks have been exceptionally trying for the Iranian people. Despite the successful resolution of the hostage crisis, and steps towards reconciliation relations, the Islamic Republic continues to be undermined by neighboring states due to their hostility to our way of life. The most public manifestation of this took not through the support of rebellions, or of the illegitimate reactionary opposition - though that did occur. No, our enemies chose to invade, murder, and pillage our cities and our countryside. Just last week, the Iraqi Army prided itself in flooding the cities of Khorramshahr and Abadan and their surrounding areas - cities that housed hundreds of thousands of civilians and were the centers of Iranian commerce as well as mineral exploration since antiquity. These grand cities now stand in ruin, slated according to Iraqi news outlets to become a "Babylonian Resort" for the rich and the powerful in the dictatorial and totalitarian Iraqi regime. We will never allow this to happen. But if Iraqi motivations and their clear slander of Iran in recent weeks through false accusations of our guilt over the beginning of this war were unclear, they should be clear now even to the most uninformed of observers. That is the context of the current situation. Iraqi actions have caused at least a million people to flee their homes in terror due to high floods that have essentially destroyed both cities as well as their surrounding areas. Overflowing of the Karun river and a local marsh to the north have caused even more extensive flood damage, and have forced the evacuation of hundreds of nearby towns that are in danger of being completely submerged. Entire homes, businesses, and livelihoods are being washed away as Iraqi military engineers pump their water pumps ever harder, and ever more determined to destroy the lives of those they profess to protect. We appeal to the international community for humanitarian assistance. The scale of this crisis has caught our government off guard. Despite our most profound efforts to provide water and food to these refugees and victims of unambiguous war crimes, we can only do so much when under the pressure of a neighboring aggressor threatening to press on with their illegal invasion of our territory. We request any supplies that can be spared by your respective countries' Red Cross societies, as well as any aid your governments can spare. All funding, equipment, and supplies will be diverted to the Red Crescent Society of Iran, which has been working tirelessly with our government to address this humanitarian crisis caused by war crimes of the Iraqi regime. We hope that if the international community cannot unite in its condemnation of Iraq's illegal invasion, it can at least unite in its effort to spare fellow man from the suffering of losing everything through no fault of their own. |

Over one million people have fled as a result of flooding, and additional persons have begun to flee as a result of the incessant aggressive combat operations of the Iraqi Army. The problem is being compounded by the recent use of weapons of mass destruction by the Iraqi Army; many civilian camps are located close to the front because of the continuous movements of the frontline. Whereas they may have been secure a week ago, they remain under threat of chemical attacks as the front has moved closer. We urge the international community not to stand idly by when this man-made crisis risks causing the death of hundreds of thousands. |

Mustafa Khalil Minister of Foreign Affairs of the Arab Republic of Egypt The Government of Egypt will refrain from assigning blame to either of the parties involved in the ongoing conflict. We hope that diplomatic efforts will as soon as possible allow to implement a cease-fire to ease the suffering of civilian populations. With that said, the Government of Egypt will soon release financial aid to the International Red Crescent initially worth some 50 million USD. |

To once more reiterate, none of the donated money is going to the Iranian government; we request that all funding is sent to the Red Crescent Society which can appropriately distribute the funds. We also ask that our requests be not mocked by insincere pledges. Over a million people have lost all of their possessions and homes, and more yet are fleeing a war and weapons of mass destruction used by the Iraqi regime. |

Lord Carrington Secretary of State for Foreign and Commonwealth Affairs The United Kingdom will pledge $75m to this fund through the Red Crescent Society and will also provide direct humanitarian assistance to Iran in the form of tents, water purification tablets, medical supplies and food should it be willing to take receipt of this aid. |
