The Reds Are Coming to Town; Athens hosts Soviets

It had been a few rather unsettled months for Athens diplomatic relations. On the one hand relations with the Americans were probably at their lowest in history since the foundation of the United States of America, on the other hand Athens' European partners didn't seem all that phased, with only brief mentions of the issue in British media. Perhaps Europe was ready to move forward without the Americans standing in the shadows guiding Europe in the direction that suited Washington? Athens wasn't going to wait around to find out however, seeking new relations with other nations. After all, it wasn't tied down by NATO and Washington any longer.

The Greek government had been in contact with their counterparts in Moscow, and a meeting had been arranged. The Soviets were coming to Athens. This would likely create waves in Washington, and that's exactly what Prime Minister Karamanlis intended. You don't want to treat the nation whose ancient legacy has shaped your modern world, then that nation will seek new partners, even if they are your enemy. This new government of Hellenic Unity, a new party formed by two heavy weights of Greek politics, had promised to do what is in the interests of the Greek nation. And that it was.

The Greek Prime Minister Konstantinos Karamanlis, and Foreign Minister Konstantinos Stephanopoulos, awaited the arrival of their Soviet guests.

It has been a pleasure having you here in Athens to discuss these important bi-lateral matters.
Of course I will gladly make the trip to Moscow in the next seven months to expand on what was discussed already.

Soviet-Hellenic Economic Co-operation & Trade Agreement - SHECTA

The SHECTA agreement is intended to act a preliminary agreement to foster closer economic and trade relations. As such, no specific targets or values will be noted.
This agreement, SHECTA, is intended to pave the way for further bi-lateral co-operation on the economic front and beyond.

Article 1.0 Trade The Union of Soviet Socialist Republics and the Hellenic Republic agree to increase bi-lateral trade in all sectors. No limits or targets will be set as to how low or how high trade will increase, rather annual economic and trade meetings will take place to determine any adjustments, and if necessary amendments made to this agreement, or a new agreement drawn up(eg SHECTA II)

Article 2.0 Trade Barriers The Union of Soviet Socialist Republics and the Hellenic Republic will work towards lowering trade barriers, such as tariffs and other import/export duties on goods and services across each others borders.

Article 3.0 Energy The Union of Soviet Socialist Republics and the Hellenic Republic agree to increase co-operation on energy exploration and exploitation specifically in the Eastern Mediterranean, Aegean and Ioanian Seas, whereby Soviet and Greek energy firms will jointly work together to explore/survey and exploit resources such as but not limited to oil and gas. The creation of a joint venture operation is permissible under this agreement.
