Agha Shahi Minister of Foreign Affairs The Government of Pakistan Allow me to begin by offering my gratitude to Mr. Weinberger and the American delegation for arranging these talks. The United States has been one of Pakistan's closest and most supportive allies throughout our history, and Pakistan is proud to stand with the United States against the Communist imperialism of the Soviet Union, which threatens to tear the global order of international peace and collaboration asunder through illegal invasions, support for international terrorism, and the grotesque application of violence to civilian populations in actions akin to genocide. Pakistan is on the front line of the battle against the Soviet menace, and is under threat every day with invasion as Moscow's imperialist ambitions regarding warm water ports and the eradication of earth's godly peoples. The resumption of U.S.-Pakistan defensive cooperation, which largely ceased following the application of sanctions during the Carter administration, is a paramount concern to us, and we hope that we can persuade your government of the importance of protecting Pakistan from the Soviet Union. Pakistan, though still developing, has a proud martial tradition and one of the regions most professional, capable defense forces. With adequate funding and support, Pakistan is uniquely capable of providing a bulwark against Soviet ambitions in South Asia, as well as a counterbalance to India's pro-Soviet ambitions. Pakistan is grateful for America's previous support, which has allowed us to weather much adversity in the face of the ambitions of our neighbors. I would now turn the floor over to Mr. Weinberger for his opening marks, during which the American delegation may set the agenda and framework for these discussions. Thank you. |

![]() Caspar Weinberger 15th United States Secretary of Defense Thank you, Minister Shahi, for your graciousness as host of this important security dialogue. As I'm certain that we all in this room already understand and appreciate - the relationship between the Islamic Republic of Pakistan and the United States is both integral and vital to the balance of power and the stability on the Arabian Sea region. My government is deeply invested in the maintenance of this stability - and more so, the United States has a defined interest in the success of a democratic Pakistan which can independently fend off aggression and hostility from foreign threats and proxy. When Washington DC looks to this region of the world - and sees that we have a partner dedicated to staunchly resisting tyranny; we can rest more easily, and we commend your government for consistently being that willing partner and ally in the face of the ever-present totalitarian threat. The United States, under this administration, embraces our responsibility to support Pakistan; and assist in strengthening the already increasingly capable armed forces of this proud republic. Pakistan has been neglected for far too long, to the detriment of freedom-loving people throughout the region - and we are ready to rectify this misjudgment on the part of the former government. I'm honored to be able to stand shoulder to should with our Pakistani friends, in the name of freedom and democracy - as is the President of the United States. As for the proposed agenda for the remainder of this dialogue, we have these topics of discussion: (a) Procurement of US military hardware for PAF (b) US/PAK integrated security cooperation, and lastly (c) the issue of Kashmir, and other Pakistani security interests. Agha Shahi Minister of Foreign Affairs The Government of Pakistan I once again would like to thank the Secretary of Defense for his kind words, and for the United States' continued support. Let us, as I believe the saying goes, "get down to business." Our first agenda item, Item A, regards the procurement of hardware for the Pakistan Armed forces. Pakistan's military modernization efforts have brought our Army's vast needs to the forefront of public consciousness, and I am able, at this time, to provide a comprehensive list of equipment required by our military, as well as suggestions for possible units to be procured in a long term fashion. Our needs are as follows:
These needs are very large, but represent the requirements of comprehensive modernization within the Pakistan Armed Forces. They are, however, far outside of what Pakistan is able to afford to develop on her own; as such, we must ask if it might be possible to arrange some sort of military aid package or loan to the expenses of these modernization efforts and their integration within the Armed Forces. |

15th United States Secretary of Defense We certainly appreciate the scope and scale of Pakistan's needs; and are willing to dedicate the next 4-8 years to checking off this list of needs. Needless to saw, we are in the process of crafting a multi-part aid package to gradually address these needs in a reasonable manner. Perhaps we could determine priorities which can me looked at first. I assume boostering the PAF fighter jet fleet is one of those priorities. |

Agha Shahi Minister of Foreign Affairs The Government of Pakistan While upgrading Pakistan's Air Force is a priority, developing our local anti-air network and armored forces rank higher for our military commanders. However, we are happy to prioritize equipment as it becomes available should suitable hardware enter the United States' military surplus. |

Agha Shahi Minister of Foreign Affairs The Government of Pakistan The proposed deal is a good starting point. The Pakistan Army does not need as many helicopters - 40 Iriquois and 20 Hughes 500HM should suffice for our purposes. We would also like to keep open the long-term possibility of procuring additional MIM-74 Chapparel systems as they become available, as well as the radar equipment which compliments the Chapparel and VADs system for the batteries acquired. There is also the need to discuss the financing for this deal, and what terms the United States would be looking for in the agreement therein. Additionally, some auditing has caused some of the needs presented to shift slightly since we last spoke. An updated chart is provided below.
