The United States would like to offer alll members of NATO up to 750,000,000 USD to utilize on military expenditures for 1981. The funds can be used for domestic production, or purcahese within NATO, but not on the transfer of surplus or used material, as the idea behind this investemnt is to increase the capabilities of the NATO Armed Forces.

To clarify, the offer is for 750 million per nation to use. We welcome the Italian intention to utilize these funds in order to improve its Armed Forces.

The United Kingdom accepts the generous offer from the United States and will allocate this funding toward upgrading NATO facilities on UK soil, to improve defences around UK bases in West Germany and to forward position defensive equipment in Norway to permit a faster response to Soviet aggression on the northern flank. We will also fund ASWEX-81 from this contribution.

Canada is enthusiastic about this opportunity and we will make good use of the funding being offered. Among our possible purchases, we are examining expanding our air defence arsenal and reworking our electronic warfare capabilities to make Canada a relevant asset in future coalition operations.
