United Nations Force and Observers for the Sinai; Egypt, Israel

President Kittani,

as per the provisions of the Egypt - Israel Peace treaty (1979), in particular Article VI, both the Arab Republic of Egypt and the State of Israel committed to ask the United Nations to "provide forces and observers to supervise the implementation [...] and employ their best efforts to prevent any violation of its terms."

We have been in bilateral consultations with the State of Israel and have agreed to invoke these provisions, understanding that the deployment of such force would require the approval of the United Nations Security Council. I therefore ask you, President Kittani, to move this issue before the Security Council for deliberation.

The Peace Treaty states that the UN force would be required to deploy checkpoints, reconnaissance patrols, and observation posts along the international boundary, as well as periodic verification of the implementation of the provisions of the Annex of the Treaty not less than twice a month.

United Nations verification teams shall be accompanied by liaison officers of the respective Party.
The United Nations Force and observers will report their findings to both Egypt and Israel.
The United Nations Force and Observers will enjoy freedom of movement and other facilities necessary for the performance of their tasks.
The United Nations Force and Observers are not empowered to authorize the crossing of the international boundary.
The United Nations should make those command arrangements that will best assure the effective implementation of its responsibilities.

The Peace Treaty clearly states that Egypt and Israel have to agree on the countries providing contributions to such force and these may not come from Permanent Members of the Security Council.

Both Egypt and Israel are committed to the Provisions of the Peace Treaty and will therefore actively participate in the upcoming discussions in the Security Council. We hope that the arrangements will be undertaken as soon as possible.

President Kittani,

we would like to express our gratitude to Ambassador Vernon A. Walters, the Permanent Representative of the United States to the United Nations, for quickly moving the matter to the Security Council.

We hope that the Security Council will reach a decision on the establishment and the deployment of the United Nations Sinai Peacekeeping and Verification Mission (UNSPVM).

We have been in contact with the Egyptian government and wish to express our mutual agreement here by echoing our Egyptian counterparts call for the creation and implementation of United Nations observers in the Sinai peninsula. The peace treaty is still new, and trust needs to be maintained. This force would keep us both honest, and provide a much needed peaceful way to resolved any future territorial disputes between Israel and Egypt.

We echo Egypt's call for the implementation of this force, and call on the Security Council to take the necessary steps to ensure its implementation.
