Various independent sources have reported numerous irregularities in the so-called free and open elections in the Russian Federation. At the same time groups such as the Organization for Security and Co-operation in Europe (OSCE), Reporters without Borders, Transparancy International, and various human rights organisations have reported that while these elections were considered (by the Russian government) open and "democratic" on paper, their actual character was far less so.
Various NGOs confirmed the presence of Putin aligned monitoring groups at polling stations, and also point to the fact that the media was all but completely dominated by Putin and his campaign. "Navalny did utilize the internet, however this was tightly monitored and controlled by various agencies that clearly were on the hand of President Putin," one report stated. While another confirmed that certain parts of the internet were inaccessible "due to maintenance", in the weeks before the elections. "Effectively shutting out the Navalny campaign," it concluded.
